Project Management Research On Social Work Service

The value of social work to a country's development has been highly recognized without doubt.In March 2015,social work development was raised as an important issue in the Government Annual Report and put on working agenda.This is the first time that social work is included in the government working report.This highly recognition has given a further boost of social work services purchase from the government.Social work services cover the elderly,young people,people with disabilities,new immigrants etc.In the process of government purchasing services,project base approach has become the main form of social work services that purchased by the government in Guangzhou.However,due to the limited knowledge and experience in project management in most of social workers,the implementation of project base social services becomes extremely difficult.At the same time,the rapid development of government purchase on social work service aggravates the gap between the needs and the lack of project-based operation experience of the social workers.In order to explore the impact of project management on the effectiveness of social work service,this article adopts the method of case study on a social service organization(S Social Service Organization)who undertakes a social work service project for people with disability purchased by local government.The research was carried out base on project cycle management approach,through observing,recording and analyzing the project characteristics and project management methods used in different project stages.It is to explore the impact of project management on social work services,and at the same time,to reflect on the effectiveness and shortcomings of different management approached,and provide suggestions to the government on purchase of social work service.In this research,it is found that the big challenges met by the social workers when implementing the social service project were the needs assessment,goal setting,supervision and control of the project and the reflection of effectiveness.And all these challenges could be solved with effective project management tools.During the design period of the project,problem Tree analysis could help the social workers to focus on needs.In the planning stage of social service projects,the application of logical framework analysis helps social workers to design service plans more logically and effectively.The method of multi-standard decision analysis technology plays an effective role in testing social workers at the stage of project implementation.At the end of the project,the evidence achievement ladder would arm the social workers with a visual effect of the services.Through this case study,it can be seen that the effective project management can play an important guiding role in each stage of the project.
