The school district system is an innovative model of education practice to promote the balanced and superior-quality development of education,and it is an educational policy to achieve education equity.With a history of several hundred years,the development of foreign school district system is relatively mature,which has been unanimously recognized by both domestic and foreign scholars in promoting the balanced development of compulsory education.The education practice model of school district system has undergone the evolution and changes from university district system,school district,school regionalization,and school district system.In the critical period of China’s current educational reform,the school district system has been given more significance in the new era,shouldering a new time mission.To begin with,this paper attempts to describe the current status of China’s district-based reforms,compare and analyze the administrative model of the district-based reforms,and affirm the positive role it plays in promoting education in all regions,meanwhile,it also analyzes the relevant issues that appears in the reform of the trial district system.Secondly,from different perspectives such as development time,urban orientation,and diversity of ethnic cultures,this article takes the reform of the district system in Beijing’s Dongcheng District,Haidian District,and Wanxiu District of Guangxi Province as typical cases,discusses the possibility and inevitability of its development,scientifically evaluates the practice model of the reform of school district system,and draws lessons from the successful experience which provides reference for the reform of the district system in the relevant regions in the future.Thirdly,based on the comparative analysis of the similarities and differences between the United States and France in the reform of the district system,this article explores its implications for the reform of China’s district system.In the end,it summarizes the basic principles that should be followed in China’s reform of district system,and the general ideas it should regard as a basis.From a multi-perspective perspective,this article will provide suggestions for better guiding the reform of the school district system in the future. |
