Yanliang implementing the school district management system is to deepen the reformation of education and the overall development of education, enlarge high quality education resources, comprehensively improve the overall level of running a school, and resolve the outstanding issues in education. The author took Yanliang school district management system implementation as the research object, and through data search and specific case studies, summed up the objectives and tasks, the basic principles and steps of Yanliang school district management system implementation. Through the questionnaire and interview, the author understood the basic situation of the implementation of Yanliang school district management system. Through the results of the survey analysis, research and statistics, the author tried to points out the main problems of the school district management system implementation process. Problems include the following aspects:The implementation effect of the school district management is not obvious. The implementing process of the school district management becomes a mere formality. Blindly copying others’ modes and ignoring the real demand of the weak school. The situation of the students’ participation is not ideal and they harvest less from it. The teachers’ sense of responsibility is not strong. The education decision-making departments can’t get real feedback information. Through the literature, interviewing relevant persons and my own experience reflection, reasons were found out. Reasons include the following aspects:The supervision and evaluation for the school district management system implementation is ineffective. The responsibilities of the school districts’ head do not match the power. The teachers’ exchange mechanism is not perfect. Take the best school of the school district as the center. Not fully mobilize the enthusiasm of students to participate in. Parents and teachers can’t participant in the democratic decision-making and democratic management. Teachers’ social status is not to be respected and the long-term imbalance of the payment and reward causes the losing of part of teachers’ sense of responsibility. Teachers’ opinions are difficult to get timely feedback and attention. Through the analysis of the reasons the author thought out the problem solving strategies. Strategies include the following aspects:the education supervision should be more strict than before. The benefits of the schools in a school district should be in accordance. Actively improve the teachers’ exchange mechanism. Establish information communication and feedback mechanism. Think highly the needs of the weak schools in a school district. Actively carry out interactive activities for students among schools in a school district. Form the atmosphere of students, guardians and teachers’ democratic management. To enhance the teachers’ sense of responsibility should meet the needs of their material and spiritual.This research mainly has six parts. The introduction part is mainly about the analysis of research status at home and abroad. The second part is about the introduction of the background of Yanliang school district management system implementation. The third part mainly introduces the steps, operation modes and the system of Yanliang school management system implementation. The fourth part through the investigation into the implementation situation of yanliang school district management system, the author basic mastered the running situation of yanliang school district management system. The fifth part through the problem analysis, the author attempts to find out the causes of the problems. The sixth part mainly states the problem solving strategies.The author tried to examine Yanliang school district management process with objective, careful, thorough and new perspective, but also had many shortcomings, the author will continue to work hard.
