Population is the foundation of a country's development and social production.Fertility is the driving force for the sustainable development of population reproduction and all aspects of society. The fertility will is the desire and intention of people on the issue of whether or not to give birth.Since the birth of the basic national policy in 1982,China's population expansion has been effectively controlled. However, the decline in the fertility level of our population has brought about serious problems such as the aging of the population and the disappearance of the demographic dividend. These problems have brought many negative effects. In response to these consequences, raising the level of fertility and promoting the healthy development of the population, the government has successively promulgated the policy of "two children alone" and "two children in a comprehensive way",but the policy implementation is"cold"and the population's fertility status No major changes have been made. Therefore, understanding women's willingness to reproduce is of great significance to the implementation and improvement of the birth policy. This study used 2018"Shanghai 0-3 years old infant care status and public service needs"large-scale social survey data, using fertility economics theory, using descriptive statistics and binary regression analysis to examine the situation of Shanghai women's fertility willingness And characteristics,as well as different types of factors that influence their willingness to reproduce. The study found that:1.Shanghai women's intention to have another child is extremely low.2.The main reason why Shanghai women intend to have another child is "to find a partner for children";the main reason for not planning to have another child is:"The economic burden is too heavy".3.The personal age, individual household registration, personal income, personal education level and full-time mother status of Shanghai women have a significant impact on their willingness to reproduce. The older the age,the weaker the willingness to reproduce;the local household registration is more fertile than the foreign household registration. The willingness is weak;the higher the income, the stronger the willingness to reproduce;the higher the level of education, the stronger the willingness to reproduce, and the full-time mother is more willing to give birth than the professional woman.4.Shanghai spouse household registration, spouse education level and family income have a significant impact on their willingness to reproduce. The spouse household registration is a foreign female. The spouse household registration is a local female. The fertility will be stronger;the spouse's education level is higher. The stronger the willingness of women to reproduce;the higher the family income, the stronger the willingness of women to reproduce.5.The number of children has a significant impact on the fertility willingness of Shanghai-fed women. The more children there are,the weaker their willingness to reproduce.6.The nanny fee in parenting costs may affect the willingness of Shanghai women to reproduce.According to the results of statistical analysis, combined with interview examples,it is concluded that the obstacles affecting the re-fertility of Shanghai women include:the family economic burden is heavy;the female is older;the busy children are unattended;the raising of children is too much. Then, according to the interview, the public service needs of the second female child in Shanghai were summarized. Finally, the countermeasures and suggestions on the female fertility willingness in Shanghai were put forward.
