Research On The Input Of Educational Funds In Counties In Heilongjiang Province

In recent years,the level of education funds investment in Heilongjiang Province has been rising,and the scale of county education funds has been changing in a more clear direction.However,due to the vast territory of Heilongjiang Province and the relatively backward economic development,the investment in education funds in the county is limited.At the same time,there is a big difference in the economic strength of Heilongjiang county,which is slightly worse in the total investment of educational funds.The distribution structure of educational funds in county area is not scientific yet.Public funds account for a small proportion in the use structure of funds.Therefore,it is of great practical significance for Heilongjiang Province to invest scientifically in County Education funds,rationally plan and allocate and use limited education funds for the development of County Education in Heilongjiang Province.This study consists of six parts,the first part is the introduction,which explains the background,purpose and significance of the study,literature review,research ideas and methods,related concepts identification and research innovation.The first chapter is the theoretical basis of this study,mainly based on public goods theory,fiscal decentralization theory and the theory of balanced development of education,and expounds the application of these three theories in this study.Chapter II and Chapter III are empirical studies.Chapter II mainly analyses and studies the total investment of county education funds in Heilongjiang Province.Chapter III analyses and explores the structure of county education funds,including source structure,distribution structure and use structure.Chapter IV summarizes the problems existing in the investment of county education funds in Heilongjiang Province on the basis of the previous part,and finds out the corresponding reasons.In the fifth chapter,aiming at the problems existing in the investment of county education funds in Heilongjiang Province,and combining with the reasons,the corresponding countermeasures are put forward.Through this study,we hope to improve the current situation of county education funds investment in Heilongjiang Province,provide some ideas for the healthy,balanced and stable development of County Education in Heilongjiang Province,and make some contributions to deepening the relevant theory.
