Preschool education is an important part of China's basic education,whose development is not only related to the interests of millions of households,but also affects the quality and fate of the whole nation.With the development of economy,the public demand for preschool education has become increasingly prominent,which also triggers a series of contradiction between supply and demand of preschool education.The difficulties and the high cost of entering a kindergarten have gradually evolved into a serious social problem.Under this background,this paper studied the issue of preschool education funds in Heilongjiang Province and discusses the theoretical basis of research on funds of preschool education.According to the statistical data of preschool education funds of Heilongjiang province during 2007-2016,the total funding of preschool education in Heilongjiang province showed a rising trend but a series of problems,such as the insufficient preschool education financial investment proportion,the unreasonable disbursement structure,low-efficiency spending and so on,still exist.Horizontal analysis of indicators for preschool education funds between Heilongjiang province and other provinces has been done for further study,and ten counties(cities)of Heilongjiang province were selected in this statistical analysis combined with the actual situation of Heilongjiang Province,it is found that the backward economic development,the imperfect local laws and regulations of preschool education,the neglect of preschool education by local government,some counties' unreasonable measures for developing preschool education and the government's irrational management plan for preschool education funds are responsible for the problems of preschool education funds in Heilongjiang province.Faced with these problems,this paper proposed to solve from four aspects: building a suitable funds input mechanism for preschool education,completing the laws and regulations system for government supervision,increasing the government investment and improving the efficiency of preschool education funds.
