Education policy performance evaluation is a prominent part of education policydynamic movement. It is the main way to check on whether the education policy isscientific or valuable. Only through the policy performance evaluation, can we makesure whether the policy object has been reached and can we do some right judgmenton education policy. Now our country is in critical period of the development of thesociety. The educational work of country government plays an important role to thedevelopment of the whole country’s educational career. Construct a scientific andvalid indicator system of policy performance evaluation is meaningful for strengthenthe macro-management of education, promote the rapid development of the country’seducation career, and improve the level of education policy. At this moment, theperformance evaluation of education policy is not normal. Except lack of the systemto protect the policy, most of the governments are not interest in performing theeducational duty. So it is difficult to adjust and innovate the education policy.The research is based on the internal and external current situation ofgovernment performance evaluation. Regard the following theories as the basement.They are new public management theory, system theory and stakeholder theory.Besides, regard the systematic, objectivity and feasibility as the principle. Under thevalues of public satisfaction, we construct an indicator system of country levelgovernmental education policy performance evaluation. And hope that fulfill theeducational duty of country government, enhance the scientific of the evaluation ofeducation policy and as quickly as possible to realize the program, specialization andinstitutionalization of the performance evaluation of education policy. The thesis isdivided into six sections as the logic of content.Part one: Introduction. The main content of this part is the following: elaboratethe reason and meaning of the article; put the internal and external research situation in order, and define the related conception; point the main research methods and newideas.Part two: The general introduction. This part mainly analyzes the related elementof performance evaluation and its feasibility study. Besides, point the meaning of theperformance evaluation of the education policy.Part three: The present situation. This part is not only point the achievement ofthe performance evaluation but also point the defect of it. And then talk about thereasons.Part four: The construction of the indicator system. This part is the key of the fulltext. We research it from theoretical foundation, building principles and values of theconstruction of the indicator system to talk about how to construct a scientific andreasonable indicator system.Part five: The implement recommendations. The main recommendations arefrom the following aspects: the subject of evaluation, the procedure of evaluation, themethods of evaluation, the standard of evaluation, systems and values.Part six: Conclusion. This part is mainly explains the entire process to constructthe indicator system, and expects the indicator system could meaningful for ourevaluation. Besides, some problems and doubts of this thesis are discussed in this part.
