Fairness and Balance are the current national orientation of pre-school education in China.Under this background,cross-school organizations have become a new form led by the governments of some economically developed regions to promote the quality and balance of primary education.kindergarten alliance set up by the government in the case area studied in this paper is a loose system of inter-kindergarten cooperation,with all members of the alliance being independent legal entity.In essence,it is to use high-quality resource sharing to drive the quality development of weak kindergartens.Different from primary school education groups,the kindergarten alliance includes kindergartens of various natures organized by the education bureau,the collective system and the private enterprise,providing a unique research object.The discussion framework is divided into four chapters:The introduction describes the reason for choosing the topic,the significance of research,the definition of related concepts,literature review and research design.The first chapter describes the background and process of the formation of the preschool education alliance in the case area.The second chapter describes the operation process of the kindergarten alliance,including the actual investigation of four dimensions--management,cultural construction,teacher team building and curriculum setting.The third chapter evaluates the operation effect of the kindergarten alliance,including the degree of balance,the degree of quality improvement and the local evaluation of it.The fourth chapter analyzes the situation of kindergarten alliance based on the previous description,discussing its innovation from the perspectives of organizational form,function and institutional mechanism,and reflects on its five problems-lacking of endogenous goals,simple and superficial policy design,difficulty of cultural construction,low efficiency of teacher resource sharing,and low degree of democratization,putting forward four suggestions to optimize the government-led kindergarten alliance policy,one is to carry out a full feasibility study in advance,the other is to establish a supportive guarantee mechanism,the third is to establish an appropriate assessment system,and the fourth is to establish a democratic and equal cooperative relationship.The main idea of this article is to show readers how the seven kindergarten alliances in the case area were formed and operated through the author's observation,interview and description.Through the questionnaire analysis,the author shows the alliance members' tendentious feelings towards the kindergarten alliances,and analyzes the quality and balance achievement of them,so that readers can naturally get the basic impression of the preschool education alliance policy for reference by theorists and practitioners.
