The quality and ability of teachers are related to the development of the country and future of the nation.As a great system innovation of teachers' team construction in China,the teacher qualification system serves as an important guarantee for education quality and the only path to teachers' professional development.The teacher qualification examination system is an important part of it and also the first threshold of teacher admittance,whose implementation is of great significance to teachers' social status improvement and professional quality and quality assurance.The teacher qualification examination system development in China since the beginning of reform and opening up shows its specific era characteristics in different periods.On this basis,from the perspective of stakeholders,the study adopts interview method,explores different stakeholders' perception,attitude and responses in the system reform and investigates normal majors who are seeking a way out,normal university students actively preparing for the examination,and also primary and secondary schools serving as passive spectators.Then normal majors and normal university students' interest demand for their features and advantages is recognized.From the perspective of stakeholders,by surveys and interviews,the study clarifies the relationship between different stakeholders and teacher qualification examination system reform from three dimensions of closeness,influence and initiative.The relationship between normal major and teacher qualification examination system reform:high closeness,medium influence and medium initiative;the relationship between normal university students and teacher qualification examination system reform:high closeness,medium influence and high initiative;the relationship between primary and secondary schools and teacher qualification examination system reform:low closeness,low influence and low initiative.The dynamic stakeholder model of teacher qualification examination system reform is thus constructed and its future direction is elaborated.However,through practical research,it's found that different stakeholders have different.demands for qualified teachers.The teacher qualification examination system has its limitations in qualified teacher evaluation.Particularly,it cannot meet the internal demands of primary and secondary schools for qualified teachers who can"stand firmly on the platform".Therefore,based on the dynamic stakeholders model,considering all stakeholders' interests,the study has put forward the feasibility strategy of teacher qualification examination system reform.Taking the normal professional accreditation as an opportunity,it aims to combine examination system with teacher education system,give full play to various stakeholders' advantages,build an extensive cooperation model,coordinate more stakeholders' interests,implement a grade accreditation and verifying system of teacher qualification certificates and also establish a comprehensive system of teacher qualification assessment.
