Teacher qualification examination system is an occupation access detection system for teacher qualification applicants, an important guarantee to improve the overall quality of teachers, and a key element to promote the development of basic education in China. With the professional development of teachers, the society pays more attention to enhancing the quality of teachers and requires a transition from "Being able to teach" to "Teaching well" in the work field of teachers. And because the previous teacher qualifications examination system was unable to meet the development of basic education, which exposed a series of problems, such as organizing non-standard examinations, lax assessment and differential treatment and so on. The effectiveness and fairness of the exam are questioned, therefore the reform of teacher qualification examination system in primary and secondary school becoming the inevitable choice for the development of education. At present, China is comprehensively promoting the reform of teacher qualification examination system in primary and secondary school,28 provinces have been incorporated into the national teacher qualification examination, which implement a integrated standards and examination syllabus. Guangxi Zhuang Autonomous Region has implemented the reform of teacher qualification examination system for primary and secondary schools in 2012, and three years have been passed. At present, what is the condition of the reform of teacher qualification examination system in Guangxi? What are the problems in the process of implementation? And what are the direction of reform in the future? Which are worth to paying attention to and studying for the author.This article follows the research approach of "asking a question-analyzing the problem-to solve the problem", by the means of literature analysis, questionnaire, interview to study the reform of teacher qualification examination system in primary and secondary of Guangxi. Firstly, this paper is to combine the development vein of teacher qualification examination system, and describe three developmental stages, including its initial establishment, transition and reform in detail. Secondly, from the perspective of "Three Circle Theory", this paper expounds the value orientation of the reform of teacher qualification examination system in primary and secondary schools from three aspects of "value", "ability" and "support". Thirdly, analyzing the situation in the reform of teacher qualification examination system of Guangxi based on the results of empirical research is analyzed, and generalizing performance from reforms, the extending of understanding, the practical impacts on the target groups, then summarizing the problems of reform from four aspects, which are that the value orientation has deviated, the system is not perfect, the test management is imperfect, the community support is not enough. Finally, the direction and countermeasures of reforms in accordance with the test results are put forward, That is to adhere to the goal-oriented of public value, improve the system of top-level design, strengthen the implementation of the execution ability, and achieve broad support for target groups to promote the reform of teacher qualification examination system better and better.Through analysis the history, reality and future of teacher qualification examination system in primary and secondary schools, we draw the following conclusions:Firstly, Comparing with not do the pilot reform, the current of teacher qualification examination system has achieved some success. The test management, teacher selection and system construction are more standardized. Secondly, the analysis framework of "Three Circles Theory" is suitable for studying teacher qualification examination system, which can draw the relevant administrative department’s attention to "public values", "execution ability" and "community support" to ensure the smooth implementation of the reform for the examination. Thirdly, there are some problems and shortcomings in the process of the implementation of reform for the examination in Guangxi. For instance, ability oriented and professional orientation appear deviation, the institutional systems of the exam supporting are not perfect, the details of the examination organization and management need to be improved, the implementation of the examination is weak material, lacking of broad support from target groups and so on. Fourthly, the way of reform of teacher qualification examination system is hard, so the relevant administrative department of education should overcome the inertia of organization, reshape the goal-oriented of public value, do the top design of reform about examination better, then combine "National standard" with "Provincial standard", improve the exam training and educational practice, promote the examination organization to be better, and improve the work of test management actively, solidify the material basis of the implementation for the examination, step up publicity efforts progressively about the publicity and policy of examination system, and promote the diversification of service exam.
