Research On The Government Financial Support Of Private Colleges And Universities In Guizhou Province From The Perspective Of Classified Management

In the past forty years of reform and opening-up,under the condition of the demand for high-quality talents in the national economic development and the sustained growth of the people's demand for higher education,the private colleges and universities have developed rapidly,but have encountered the bottleneck problems that have long restricted the development of private colleges and universities.One of the important reasons is that the government neglects the demands of different kinds of non-governmental colleges and universities,and fails to manage them by classification,which leads to the failure to implement all kinds of supporting policies.Private colleges and universities in a lack of financial support,and there is no good policy system development environment,can not achieve leapfrogging development.As a result,in 2016,the state established a system of classified management of private education,in which the private sectorUnder the background of great changes in higher education system,Guizhou provincial government should give adequate and differential financial support to private colleges and universities with backward overall development level,so as to promote the healthy and sustainable development of the two types of private colleges and universities.Through the theory of public goods,the theory of cost-sharing in higher education and the theory of institutional change,this paper analyzes the theoretical basis of the financial support and classified management of the government to private colleges and universities.It also explains the background of classified management and the related contents of classified financial support.At the same time,it uses the policy text analysis and comparative research method to study the central government,the northeast and the north-east of China.This paper compares and analyzes the fiscal support policies issued after the classified management of the eastern and western representative provinces,and summarizes the deficiencies in the central and local financial support policies as well as the reference points.On this basis,the investigation method is adopted to investigate and analyze the present situation of financial support of private colleges and universities in Guizhou Province,and it is found that the private universities in Guizhou ProvinceThe overall progress of financial support in colleges and universities is slow,the total amount of direct fund support is small,the special fund support is not optimized,the classification support policy is lack of clarity,lack of executive power and so on.It also analyzes the reasons behind the problem,and finally puts forward suggestions to optimize financialsupport from four aspects,namely,to promote the implementation of the classified management of non-governmental education,to clarify the direction of financial support,and to increase the total investment in financial support.Implement differentiated fiscal support policies to ensure classified financial funds and policy support.
