A Study On The Financial Support Policy Of Private Universities In China ——Taking Shanghai As An Example

As an important part of China’s higher education cause,private higher education is playing an increasingly important role.With the vigorous development of private higher education,the gross enrollment rate of China’s higher education has also increased rapidly to57.8% by 2021,which also marks that China has entered the era of universal higher education in advance under the participation of private higher education.However,in the development process of private higher education,there are also some key problems to be solved urgently,among which the most critical is the financial support policy problem of the private higher education government.Since privately-run colleges and universities are funded by social organizations or individuals other than state institutions,many social people question the public welfare of private higher education,so they also hold a negative attitude towards the financial support for private higher education.This paper takes the rationality and necessity of supporting the theory of higher education as the theory,and combines the educational and economic contribution to the country and society,and expounds the rationality and necessity of supporting the development of private higher education.However,compared with public higher education in private higher education in China,the development of the former is still immature,so there are still many problems in the development process,such as limited financial support,unstable financial allocation mechanism,unclear performance evaluation indicators and imperfect financial supervision system.On the basis of analyzing the above problems,combined with the "Shanghai practice" of private higher education support policies,to provide reference experience for the development of private higher education in China.At the same time,a private university in Shanghai was selected to conduct a case study and analyze the results and existing problems of the government supporting the private universities,so as to provide reference for standardizing the development of private higher education.By analyzing the general situation of the development of private higher education and combining the practice of Shanghai municipal government,the following suggestions for the future development of private higher education: First,improve financial support policies;second,innovate financial support methods;third,establish financial fund performance evaluation system;fourth,improve the financial supervision mechanism of private universities;fifth,promote the financial information disclosure system of private universities.
