Since the promulgation of the revised Law of the People's Republic of China on The Promotion of Private Education,more and more attention has been paid to the classified management system and differentiated support policies for for-profit private schools and non-profit private schools,The new law stipulates the policy of providing compensation and reward to private schools after the school stop running.Subsequently,more than ten provinces and cities in China have successively issued the local rules of compensation and reward.However,there are still many problems during the enforcement process.Based on the experience and lessons of provinces and cities,this paper establishes the mechanism of compensation and reward for private schools and combines the actual situation of Guizhou province.Based on the theory of educational property rights,the theory of educational cost sharing and the theory of stakeholders,this paper analyzes the development and sustainable development of private schools in Guizhou province.Then,through the analysis of policy text,this paper analyzes the similarities and differences between the compensation and reward standards for private schools in 16 provinces and cities.Through the analysis found the problems,such as private schools have the problem about unbalance between profitability and public welfare,the sources of the rewarding fund,the imperfection of the policy,the exit mechanism of classified management and property rights of private schools,the rights and interests of stakeholders and so on.Based the systematic analysis,the compensation and reward standards and methods in the classified management reform of private schools in Guizhou province were constructed,including the calculation model of compensation and reward.Taking Guizhou X College as a case,the problems in the compensation and reward standards and methods were found by case analysis,and the problems were revised and sorted out.Finally,it constructs the compensation and reward mechanism in the classified management reform of private schools in Guizhou province.It includes the guiding ideology and basic principle of compensation and reward mechanism,the subject object,procedure,calculation method and way of compensation and reward,the property right system and withdrawal mechanism of private colleges and universities and the system guarantee system of compensation and reward.This paper build the compensation and reward mechanism of private schools in Guizhou,provides solution for a series of policies and rules,provides the next decision basis for the education administrative department,provides theoretical basis of new law.This paper targeted to study the domestic private schools,running mechanism and compensation standard and method,to regulate and promote private schools compensation and rewards,resolve education funding shortage,encourage social forces to support the school,crack practical problems of private schools in the reform of classification management.So the research has great meaning both in theory and reality.
