As an important component of private education,private colleges and universities have gradually become an important force which support higher education in China by constantly innovating mechanism,system and improving the level of school management.In 2010,in the “National Medium and Long-term Education Reform and Development Plan Outline(2010-2020)” explicitly put forward that “actively exploring non-government schools implement for-profit and nonprofit schools classification management ”,this idea becomes the policy which promotes the development of China's non-governmentaleducation(private education)reform breakthrough,officially opens the prelude of classified management of the private education.In 2018,Sichuan province successively issued “The Implementary Opinions of the People's Government of Sichuan Province on Encouraging Social Forces to Set Up Education for Promote the Sound Development of Private Education” and “Implementary Measures for the Classified Registration of Private Schools” and other relevant supportive documents.In the present situation,however,the policy implementation has fallen into a state of stagnation.This thesis holds the idea that the classified management policy implementation of private universities in Sichuan province is a game process for key stakeholders based on their own interests.This thesis analyzes the influencing factors of policy implementation,designs a questionnaire to investigate the interest demands from key stakeholders,finds out the reasons of the delay of policy implementation based on the investigation results,then establishes a suitable interest game model to straighten out the interests of all parties,and provides coordinated countermeasures and suggestions for policy implementation.The first part is the introduction,which mainly expounds the basis of the topic selection,summarizes and sorts out the relevant researches at home and abroad,defines the basic concepts and determines the research methods.The second part focuses on theoretical basis and the selection and determination of analytical model.The third part mainly describes the text of classified management policies of private colleges in Sichuan province,and analyzes the current policy implementation and the main influencing factors.Based on the theoretical basis of this thesis,the fourth part will rely on design questionnaire to define and classify the key stakeholders in the policyimplementation of private colleges in Sichuan province classified management to ascertain that local governments,private colleges investor,private college teachers and students are the key stakeholders,then uses questionnaire survey and result analysis to analyze the interests of every stakeholder demands.In the fifth part,a "non-zero-sum game" model is constructed to analyze the game rules of the key stakeholders in different levels of the classified management policy implementation of private colleges in Sichuan province.The sixth part,based on the analysis results,puts forward the coordination ideas of reaching a broad consensus,integrating the interests of all parties,in order to achieve the integration of the interests of all parties in the implementation of the policy.
