Private higher education in Shandong Province plays an indispensable role in Shandong's economic development,personnel training and the realization of the overall development of Shandong's higher education.Among many problems,the problems of human resource management are particularly prominent.For example,the competitiveness of teachers in private universities is far less than that of public universities.Because of the limited funds,narrow educational policies and unbalanced structure of practitioners,private universities are under great pressure to survive and develop.How to make private colleges and universities in an invincible position in the fierce talent competition requires private colleges and universities to constantly strengthen the construction of human resources management,and cultivate a number of high-quality teachers is the key to solve the problem.Taking a private university in Shandong Province as the research object,this paper discusses the problems in human resources management from six modules: human resources planning and allocation,human resources performance evaluation,human resources recruitment and selection,human resources training and development,human resources career development management,human resources compensation and incentive mechanism.The results of the field survey by questionnaire show that such problems as imperfect mechanism of human resources training and development,high mobility of human resources,serious brain drain,lack of overall planning of talent recruitment mechanism,unbalanced structure of human resources of teachers,imperfect performance appraisal and incentive mechanism,and poor maintenance of organizational culture in private colleges and universities.The main reasons for the problems are that the performance appraisal overemphasizes the appraisal results,resulting in low sense of belonging of teachers and non-standard teacher training system,affecting the efficiency of human resources management of private teachers,low attractiveness of salary treatment in private colleges and universities,single incentive means,lack of necessary emotional incentives in private colleges and universities,lack of strongorganizational culture and shortsighted employment in private colleges and universities.Teachers lack the necessary social security system to explain these aspects.Finally,on the basis of the analysis of the problems and causes,constructive measures and countermeasures are put forward to find out the universality of human resources management of teachers in Shandong private colleges and universities,and to promote policy makers to improve personnel policies according to the existing problems,so as to make Shandong private colleges and universities efficient,healthy and sustainable development.The conclusion shows that private colleges and universities,as an important part of the higher education system in China,have achieved remarkable results and great progress after a long period of development and growth.But the undeniable fact is that there are still some shortcomings in the human resource management of teachers in private colleges and universities in Shandong Province,which requires systematic analysis and research.By putting forward effective promotion countermeasures,it lays a solid theoretical foundation for the healthy and sustainable development of private colleges and universities in Shandong Province.
