Preschool education is the foundation of basic education,the foundation stage of education,and the key to the start of life.Although preschool education does not directly acquire cultural knowledge,this stage plays a vital role in cultivating people's cognitive,emotional,teamwork awareness and other aspects of the ability to prepare for the next step of learning.In addition,preschool education is the initial stage of learning career,not only has an important impact on children's short-term behavior,but also on children's long-term behavior can not be ignored.In addition,preschool education also has the problem of market failure,so the national government should play a corresponding role in preschool education,systematic and comprehensive analysis and research,and make adjustments and optimization to make preschool education play a greater role.On this point,most countries in the world have realized and have taken effective measures to ensure the development of their preschool education.In view of this problem,the Chinese government promulgated the Outline of the National Medium and Long-term Education Reform and Development Program,and formulated the development plan for the pre-school education from 2010 to 2020.It is expected that by 2020,the pre-school one-year education plan will be implemented nationwide,and the pre-school two-year education plan will be implemented in regions without special circumstances,with economic conditions and materials.Three years of education plan is implemented in areas with qualitative conditions.The program has formulated a sound and reasonable planning policy for China's pre-school education,but also put forward specific requirements,and for the first time clearly defined the responsibilities of the government,asking the government to "pre-school education into the planning of urbanization and new rural construction," which fully reflects the government's high attention to pre-school education.At the same time,education is an expensive undertaking.No matter whether it is the construction of educational facilities such as school buildings,or teachers' salaries and public funds,they are huge expenses.If they are not residents' burden,they are a financial burden.In our country,finance is the financial department of the government.Public policy can only continue with the support of the public finance.Only the slogan of slogan can be adopted without the financial and government financial support policies.Therefore,pre-school education is both an educational issue and a financial one.Based on theliterature research and empirical analysis,this article first summarizes the concepts and theories of preschool education fiscal policy.Then it summarizes the evolution of preschool education policy during the Republic of China,the old Liberated Areas,the planned economy and the economic transition.Secondly,this article takes Kenli District as the research object,mainly analyzes the development process of pre-school education's fiscal policy in Kenli District and the existing problems in the process of development,at the same time analyzes the policy's effect with the local financial policy;Finally,The implementation effect of pre-school education fiscal policy in Lishui District puts forward relevant countermeasures for the reform of pre-school education investment system in our country.I hope this research can provide valuable suggestions for the pre-school education development.
