Research On The Talent Development Environment Of Shandong Province Under The Background Of The Strategy Of Strengthening The Province With Talents

In the world diversification,economic globalization,science and technology and industrial revolution in depth development of the modern,talent has become the first resource to promote the overall development of economy and society.Strengthening the talent gathering and development is the key to win the initiative in the competition at home and abroad.Therefore,in order to realize healthy long-term development,Shandong should first do a good job of "Building Nest and Attracting Phoenix",formulate and perfect the talent development strategy and talent training plan,attract a large number of talented people,and create a good environment for talent development.The research of this paper focuses on the “ Shandong Province talents development environment which under the strategic background of strong talents”.By referring to the past research results,combining with the reality of the talent development environment in Shandong Province,and referring to the experience of the construction of the talent development environment in other regions on the basis of the construction principle of the evaluation index,the content of the environmental assessment index of talent development is preliminarily constructed,and the questionnaire of the environmental assessment index of talent development is designed.The recovered questionnaire is tested by pre-test and formal test respectively.Through the discriminative analysis,the internal consistency analysis is carried out.Importance,correlation,reliability and other mathematical statistical analysis,using principal component analysis to determine the weight,the final It is concluded that there are three secondary indicators and 19third-level indicators for evaluating the environment of human development.The weights of each secondary index are: education,nature,and nature,respectively.Life and talent market and policy environment(40%),social and technological environment(32%)and economic environment(28%).In order to find out the problems in the construction of talent development environment of Shandong Province,and the gap between this region and other regions,the index system is applied to evaluate the present situation of talent development environment in Shandong Province,Guangdong Province,Jiangsu Province and Zhejiang Province.It is found that Shandong province has the following problems in talent development environment,such as,the talent is big but not strong,the high-level talented person is lacking,the economic development gap is widening and the science and technology innovation ability lags behind,the talented person lacks the enterpriseplatform.The root cause of this disparity is mainly reflected in many aspects,such as the idea consciousness,the bound of cultural atmosphere and the institutional mechanism,the backward of economic development mode,thought,and idea,the insufficient investment in the scientific research,and the weakness in science and technology innovation ability.By analyzing the successful experiences of the developed countries such as the United States,Britain,Japan,Singapore and Guangdong,Zhejiang,Jiangsu and Shanghai in optimizing the talent development environment,some suggestions were put forward,such as improve our ideological understanding,optimize the environment for the talent development,deepen the scientific and technological reform,enhance the ability of scientific and technological innovation,improve the layout of industrial development and build the highland of regional talent development.It is committed to optimize the talent development environment of Shandong province and realize the strategy of strengthening the province with talents as soon as possible.
