In 2016,General Secretary Xi Jinping clearly pointed out at the central leading group meeting on comprehensively deepening reform that promoting the integrated development of urban and rural compulsory education as a whole is a major strategic decision of China in the new era,which is of great significance to promote education equity.Premier Li Keqiang has also repeatedly called for promoting equity in education,emphasized that investment in education should continue to be given to poor areas and weak links,and the gap between urban and rural areas,regions and schools should be narrowed.In 2017,3.42 trillion Yuan has already been spent on education,53% of which been spent on compulsory education.In 2018,80% of the central government's education transfer payments has been used to the rural and poor areas in central and western China,and about a quarter been spent to contiguous poverty-stricken areas and ethnic minority areas.As the material basis for the development of education,investment in education is also a prerequisite for promoting educational equity,among which public education investment is the basic and strategic investment to support the long-term development of our country.How to further improve the allocation level of public education input and how to optimize the path of public education input has become a hot topic among policy makers,academia and education management after the realization of the “4% target” of public education investment in China.Yunnan province,located in the southwest border of China,has a large number of poverty-stricken areas and ethnic minority areas.Therefore,the level of education development in this region is relatively backward and the existing problems in Yunnan's public education input need to be solved urgently.In this background,this dissertation will focus on the study of public education input of Yunnan province.Firstly defines the core concepts and compares the provincial data,and then does qualitative analysis on the status quo of public education input in Yunnan's “era of post-4%”,meanwhile,through the factor analysis of quantitative research of the current public education input in Yunnan,finds out the factors that influence level of public education in Yunnan's investment configuration.The analysis results show that although the public education funds account for a higher proportion of regional GDP,there is a lack of growth in public education investment in Yunnan Province,an imbalance in the allocation of education funds,a shortage of institutional funding and lack of legal guarantees.And the allocation level of public education investment in Yunnan Province is affected by manpower input,funding input and investment scale.The impact of scale.Finally suggestions are put forward for optimizing the path of public education input of Yunnan,expected to provide valuable basic research for public education investment management in Yunnan province.
