China's labor flow and industrial structure optimization and upgrading have been hot topics in economics research.At present,China is still in a critical period of economic transformation and social development.The report of the Nineteenth National Congress of the Party clearly pointed out that China's economy has shifted from a stage of rapid growth to a stage of high-quality development.General Secretary Xi Jinping emphasized that to promote the high-quality development of the economy,the focus should be on promoting the transformation and upgrading of the industrial structure,because the optimization and upgrading of the industrial structure is a key measure to improve the comprehensive competitiveness of China's economy.As an important factor of production,labor force plays an important role in the upgrading of industrial structure.Therefore,the report of the 19 th National Congress of the Communist Party of China also began to pay attention to the issue of labor force education.On the one hand,transforming economic development must rely more on improving the quality of laborers and human capital innovation;on the other hand,industrial restructuring requires a large number of highly qualified and skilled personnel.When China was in a demographic dividend period,the lack of labor demand weakened the heterogeneity of the labor force and homogenized the labor force;however,with the emergence of the shortage of migrant workers,the decline of the demographic dividend and the rise of labor costs,the heterogeneity of labor force gradually became prominent.How to adjust the direction and intensity of heterogeneous labor flow to upgrade industrial structure is the key to China's industrial structure adjustment and labor heterogeneity research.Through combing the existing literature and combing the current status of heterogeneous labor mobility and industrial structure upgrading in China,this article clarifies the related concepts of labor heterogeneity from the perspective of political economy,and analyzes the impact of heterogeneous labor mobility on industrial structure.The upgraded influence mechanism is expected to provide theoretical suggestions and empirical support for the formulation of relevant policies.Based on the heterogeneity of labor force,the empirical part divides the labor force into high-skilled labor force and lowskilled labor force.We selected 31 provincial panel data from 2007 to 2017 in China to construct a measurement model,and empirically tested the differences between The impact of qualitative labor mobility on the upgrading of industrial structure.The research results show that,from a nationwide perspective,labor heterogeneity and high-skilled labor have significantly promoted the upgrading of industrial structure,while low-skilled labor has no significant effect on the upgrading of industrial structure.From a sub-regional perspective,heterogeneous labor significantly promotes the upgrading of the industrial structure in the central and western regions,high-skilled labor significantly promotes the upgrading of the industrial structure in the three major regions of eastern,central,and western regions.Significance test.Based on this,the author puts forward corresponding policy recommendations: first,pay attention to the heterogeneity of labor force and promote the rational and orderly flow of heterogeneous labor force;Second,according to the reconstruction of heterogeneous labor force structure,re-arrange and optimize the industrial structure;Third,improve the quality of the labor force and accelerate the upgrading of industrial technology innovation;Fourth,make full use of the technological innovation brought about by the accumulation effect of human capital;Fifth,optimize the consumption structure and expand the development space of the industrial structure.
