| As my country’s economic development enters a new normal period, there are many problems behind the rapid economic development, such as increased production costs, excessive consumption of resources, and aggravated environmental pollution, among which the contradictions between economic structures are more prominent. The report of the 18 th National Congress of the Communist Party of China pointed out that the transformation and upgrading of the industrial structure is currently an important plan for the transformation of my country’s economic growth model. The key factor for the implementation of this plan is to rely on the role of innovative human capital. The source of innovative human capital in my country is mainly based on the cultivation of graduate education.Graduate education not only provides intellectual support for the transformation and upgrading of industrial structure, but also a major contributor to my country’s technological innovation. Therefore, the transformation and upgrading of my country’s industrial structure and the high-quality development of postgraduate education play an important role and practical significance in enhancing the country’s economic strength and achieving sustainable growth of national economic benefits. This article is mainly based on the panel data of 31 provinces in my country from2000 to 2018.It mainly uses related theoretical models such as the leading coefficient,Lilien index,More value, and labor productivity decomposition to measure and analyze the transformation and upgrading of the industrial structure of 31 provinces and cities in my country, and further construct a regional industrial structure transformation and upgrading indicator system to evaluate the level of industrial upgrading in various regions of our country;the panel regression model is used to analyze the impact of my country’s graduate education on the development of industrial economy from the three dimensions of graduate education scale, quality and benefit.Based on the obtained analysis results and combined research perspectives, starting from the scale, structure, quality and other characteristic dimensions of graduate education,a coupling degree model is established to analyze the coordination relationship between graduate education development and industrial scale, structure and industrial upgrading. The research results show that: First, about 94% of my country’s regions are in the stage of industrial structure transformation and upgrading, but there are significant differences between regions. Most of these regions rely on the intra-industry effects to promote labor productivity growth, that is,most regions in my country mainly rely on innovative technologies to enhance the transformation and upgrading of the industrial structure.Although the level of industrial structure transformation and upgrading in various regions of our country has been increasing year by year, the increase in the level of industrial transformation and upgrading varies across regions.Secondly, the expansion of graduate education scale, the improvement of quality and efficiency have promoted the economic development of my country’s tertiary industry to varying degrees.Compared with the stock of material and human capital, the effect of graduate education on the growth of the tertiary industry is relatively weak, and factors such as the scale, quality and efficiency of graduate education have different effects on the growth of the tertiary industry.Among them, quality factors have a more significant role in promoting the growth of the tertiary industry. The influence of postgraduate education on the development of the tertiary industry in my country still has regional differences. The effect of postgraduate education on the development of the tertiary industry in the eastern and central regions is more significant than that in the western region. Finally, the study found that my country’s graduate education and industrial development between 2009 and 2018 gradually changed from an initial state of imbalance to a good state of coordinated development, but it has not yet reached a state of high-quality coordination. In 2018,the level of coordination between the two subsystems in 31 provinces and cities in my country was quite different. Finally, from a research perspective, corresponding policy recommendations are put forward for the conclusions drawn from the research content. |
