In recent years,China's economic strength has been at a level of rapid development.The development of both agriculture,industrial manufacturing and service industries has gone hand in hand,and the overall national strength has been continuously improved.At present,China is the largest developing country in the world and the second largest economy in the world.The optimization and upgrading of the industrial structure plays a key role in enhancing the overall national strength and promoting the promotion of China's international status.However,focusing solely on the development of physical capital cannot promote the upgrading of the industrial structure.Increasing human capital to promote the upgrading of industrial structure to promote economic development has gradually become a new trend of economic development in various countries around the world.Through reading and collating the existing domestic and foreign literatures,it can be found that in many studies and discussions related to human capital,most scholars believe that human capital can be expressed simply by the average years of education.However,human capital is not just a concept that can be simply expressed in terms of stocks.It is only expressed by the average years of education to limit the comprehensiveness and comprehensiveness of the concept of human capital.In recent years,with the increasing discussion of human capital,many scholars have gradually considered that human capital stock and human capital quality are two different concepts,and have begun to study them separately.This article will focus on the quality of human capital and discuss the impact of human capital quality on the advancement of industrial structure.Firstly,an index system for measuring the quality of human capital will be constructed,and the value of the comprehensive evaluation of human capital quality is obtained through the principal component analysis method.The indicator measurement of the advanced industrial structure is expressed by the proportion of the added value of the tertiary industry to the GDP of the region in that year.This paper uses panel data fromprovinces,cities,and districts in China from 2001 to 2017 to analyze human capital quality and industry by constructing panel vector autoregressive(PVAR)models,systematic generalized moment estimation(GMM),impulse response function graphs,and variance decomposition.Impact of advanced structure.Through empirical analysis,this article believes that for our country,the quality of human capital can have a significant positive impact on the advancement of industrial structure.Variance decomposition results show that the system is basically stable after20 prediction periods.The impact of the quality of human capital on the advanced structure of the industry is gradually increasing,and it is basically stable at about 21% in 30 forecast periods.In addition,the impact of gross domestic product(GDP)on the advancement of the industrial structure is particularly significant,which shows that the realization of the advancement of the industrial structure mainly depends on the increase of GDP.In order to further explain the impact of human capital quality on the advancement of industrial structure,this article discusses the threshold effect of human capital quality on industrial labor productivity by establishing a threshold regression model.Among them,labor productivity is represented by GDP per capita.Through model analysis,it is concluded that the quality of human capital has a double threshold effect on industrial labor productivity,and two thresholds are obtained: 0.586 and 0.913.The model shows that the quality of human capital is consistent with the regional changes in GDP per labor,which shows that the impact of human capital quality on the labor productivity of various provinces(cities)is synergistic.At the same time,it also shows that high human capital quality requires high labor productivity.support.Therefore,improving the quality of human capital to promote the advanced industrial structure and then economic growth is an effective means for China to develop its economy and promote balanced economic development.The improvement of the quality of human capital can be achieved by improving the education,medical,technological innovation and living standards of various regions.In addition,in the formulation of policies to improve the quality of human capital,we must also pay attention to local conditions,regional balanced and coordinated development,and narrow the gap in the quality of human capital in different provinces and cities.At the same time,the research in this paper finds that the advanced industrial structure can also promote the improvement of human capital quality,that is,increasing the degree of economic development can promote the advanced industrial structure and thus indirectly promote the improvement of humancapital quality.
