Study On The Impact Of Changes Human Capital To Industrial Structure Upgrading In Northeast China

In recent years,the country has been paying close attention to the economic situation in the northeast,and put forward the strategy of revitalizing the northeast as early as 2003.In 2014,the State Council issued the views of the State Council on several major recent policy measures to support the revitalization of the Northeast.In 2016,the State Council of the CPC Central Committee and the State Council issued a number of opinions on the overall revitalization of the old industrial bases in the Northeast region and so on.In the context of the "new normal" of the economy,the focus of revitalizing the northeast is the upgrading of the industrial structure.In recent years,the optimization of industrial upgrading in Northeast China has become the focus of scholars' attention.Industrial upgrading is driven by human capital,in the study of industrial structure upgrading,the analysis of human capital is indispensable.At present,it is also a key period for the development of high-end industries to promote the optimization and upgrading of the industrial structure and the rapid development of the economy.Therefore,the optimization of human capital,the promotion of the upgrading of the industrial structure and the transfer of the industry,It is particularly important in the strategy of revitalizing the northeast.This paper selects the method of average education years to measure the stock of human capital in Northeast China,constructs a comprehensive index system of industrial upgrading,and obtains the industrial upgrading index of Northeast China by principal component analysis.Unit root test and Granger causality test are used to verify the causal relationship between human capital and industrial structure upgrading in Northeast China.On this basis,the time series data of Northeast China are analyzed by regressionThrough theoretical and empirical analysis,the following conclusions are drawn: From the end of the 1990 s to the present,the level of human capital stock in the Northeast has always been higher than the national level and has been increasing.However,the growth of human capital stocks in the Northeast has been weak in recent years.Compared with the national average human capital stock,the gap between the two has gradually narrowed.During the period of 2003-2010,the increase of human capital stock in Northeast China can promote the growth of industrial structure upgrading index in Northeast China.During this period,the industrial structure upgrading index of the Northeast region was greater than the national average.The specific relationship between the two is: human capital stock increased by 1%,industrial structure upgrading index increased by 1.70%.There is no linear relationship between the human capital stock and the upgrading of industrial structure in Northeast China during 2011-2017.The economic development has a great impact on the industrial structure upgrading index,and the accumulation of human capital stocks has no obvious effect on the upgrading of industrial structure.As the industrial structure upgrading index is lower than the national level,the industrial structure upgrading index in Northeast China has a negative value.Finally,combined with the actual situation in Northeast China and the conclusions of theoretical and empirical analysis,the corresponding countermeasures and suggestions are put forward.
