With the development and reform of basic education in China in recent years,the primary school in the compulsory education stage is in advance of the time after school,and the safety of primary school students' after school transfer has become a focus of national and social attention.Therefore,the government purchases school services to effectively solve the practical problem of parents' transport difficulties,and through after-school services to effectively promote the physical and mental health of the majority of students,to ensure the safety of children after school.Shenyang started to carry out after-school services in the city in the spring of 2017.In February 2019,the Department of education of Liaoning Province issued the document "notice on doing a good job of after-school services in primary and secondary schools".The document puts forward the overall requirements for doing a good job of after-school services,and adheres to the principles of openness,voluntariness,and public benefits.And the time,object,mode and content of the service are specifically arranged.The researchers have carried out empirical research on four primary schools in Shenyang,and found that since the afterschool service in Shenyang has been carried out,many achievements have been made,but there are also some problems.The research results are as follows:First of all,the effectiveness of after-school service has alleviated the problem of some parents' transportation,created a safe,healthy and happy learning environment for more primary school students,and the development of after-school service has generally been recognized by most teachers,After class service has achieved some results,but there are also a series of problems.First,the activities expected by students are not consistent with the activities actually participated in.Students expect to participate in extra-curricular activities more,but in fact,they mainly write homework and read.Second,some parents have understanding and cognition deviation on after-school service,many parents regard afterschool service as an extension of the classroom.Third,the rights and interests of teachers are not fully protected.Fourth,after-school service funds Fifth,the home school is worried about the campus security.Based on the problems of after-school service,this study puts forward five suggestions for different interest groups: enriching the content of after-school service to meet the needs of students' development;increasing policy publicity to improve parents' understanding of afterschool service;protecting teachers' legitimate rights and interests to reduce teachers' burden;sharing the burden of parents of government schools to establish a funding guarantee mechanism;increasing school safety management to ensure students' smooth participation And after class service.
