The treatment to students of primary school after half past three in the afternoon is regarded as half-past-three problem which is a common concern in recent years.It is not only an education issue but also a livelihood issue.National and local governments have introduced relevant policies to promote the resolution of the problem-to carry out after-class services,that is after-school trusteeship services.China's after-class services are still in their infancy so far,some areas have achieved satisfactory results,but it has not yet reached the national coverage,comprehensive implementation,and full satisfaction.Hubei Province also put forward the guidance for the school to carry out after-school trusteeship services as early as 2016.However,the after-school trusteeship services in Wuhan is still in the stage of exploration,and inevitably encountered some problems in the implementation process.The purpose of this study is to summarize the main problems in the implementation process of after-school trusteeship services for primary school students in Wuhan,analyze the causes of the formation of problems,and propose possible countermeasures to solve the problems.This study explores the ideal form of after-school trusteeship services in Wuhan by analyzing the relevant policies of after-class services in China and the comparative analysis of policies related to after-class services in developed countries,and combining the disciplines of psychology and management.The questionnaire survey method,the interview survey method are used to understand the implementation status of the after-school trusteeship services of the primary school students in Wuhan,and to analyze the differences between the actual and the expected reasons and the reasons for the differences.Furthermore,from the perspective of the combination of theory and practice,the coping strategies of the problem are proposed.This study mainly includes four parts:The first part is the introduction.It mainly includes the reasons for the selection of the research,the theoretical and practical significance of the research,the related research summary at home and abroad,and the definition of related concepts in this research,and proposes the research ideas and methods.The second part is policy basis and theoretical basis of the after-school trusteeship services of the primary school students in Wuhan.Based on the combing and comparison of relevant policies,based on the theory of motivation,the theory of social cost,and the theory of all-round development of human beings,this study analyzes the status of the implementation of after-school trusteeship services for primary school students.The third part is the actual situation of the after-school trusteeship services of the primary school students in Wuhan.Through more in-depth empirical investigation and analysis,this study categorizes the problems to the implementation system and supervision mechanism,service time and service content,service personnel and service quality;and considers environmental pressure;differences in ideas and communication hinder are the causes of the above problems.The fourth part is exploring the transformation of the after-school trusteeship services of the primary school students in Wuhan.Based on the problems and causes of the research,considering policy basis and theoretical basis,this study proposes a problem response strategy from five aspects:system construction,financing,service content,service team and service guarantee.
