In view of the public welfare and development needs of private education,the government issued a series of financial support policies.In 2016,the newly revised private education promotion law proposed that differentiated support should be given on the basis of classified management,and local governments adjusted their support policies accordingly.The classified support policy emphasizes the precision of the support object,which inevitably involves many interest subjects.In the policy of financial support for private education,what are the stakeholders,what are their interest demands,what are the interest changes in the process of policy change,and whether the support measures after adjustment meet these interest demands?The solution of these problems is helpful to understand the development and current situation of support policy,and then provide some reference for the improvement of support policy.This paper introduces the theory of stakeholders,from the government,private schools,teachers and students groups,social capital,these stakeholders to analyze the interests of all parties,review the development process of our private education financial support policy.By comparing the policy texts of Shanghai,Zhejiang and Shanxi,the paper analyzes the current policy progress,and comprehensively constructs the stakeholder analysis framework of the policy support for private education in China with the methods of literature analysis and comparative research,so as to better analyze the interest objectives,policy status quo,practical problems.The research content of this paper mainly includes the definition and specific demands of supporting policy stakeholders,the change of interest pattern of central supporting policy,the text comparison of supporting policies of three provinces and cities,the progress and potential problems of supporting policies.Through the above research,it is found that in the policy of supporting private education,there are major stakeholders such as the government,private schools,teachers and students,and social capital.The government mainly focuses on public interests and organizational interests.Besides organizational interests,private schools also have two kinds of different personal interests of the organizers.Teachers,students and social capital mainly pursue personal interests.In the process of the evolution of supporting policies,the interest pattern has experienced the stage changes from the public interest of the state to the interest of private schools and students,and then to the coexistence and game of multiple interest subjects.Through the comparison of three provinces and cities of Shanghai,Zhejiang and Shanxi,it is found that the support policies are consistent with the demands of interest subjects,but there are differences in the specific measuresand the degree of achievement.Based on these findings,this paper draws the following conclusions: the financial support policy after the adjustment of the civil promotion law strengthens the legitimate rights and interests of teachers and students,clearly protects the rights and interests of the organizers and further coordinates the internal interests of the school.And may bring new problems: for-profit and non-profit school competition,"hidden profits" and "excessive pursuit of profit" behavior,local government and social capital game.In this regard,the author puts forward the Suggestions of establishing the interest negotiation mechanism,defining the right position of the interest subject and establishing the multi-party common supervision mechanism.
