During the two sessions in 2016,the Chinese government has made it clear that it is insisting on seeking development through innovation,and the innovation must be in the forefront of the national key strategic development.As we all know,High-tech industry is in the very crucial role in the development of our society and the national economy.Therefore,to enhance the capability of independent innovation of high-tech industries is of great significance to China's economic transformation and industrial healthy development.Talents and technology are very important resources for the development of high technology industry,which is the key factor in the competition.Talent is the first capital of the enterprise.The market economy competition is ultimately reflected in the talent competition.Having a high-quality talent,it means having the foundation of success.In this paper,this paper studies the relations of its impact on the industry's capacity for independent innovation in the high-tech industry labor mobility and technology transfer to the industry point of view.On the basis of the theoretical analysis and literature,this study is to build the relation model among labor mobility,technology transfer and independent innovation ability in the high-tech industry.And then,it also makes an practical analysis to the data of high technology industry in most provinces of china,and the model among labor mobility,technology transfer and independent innovation ability in the high-tech industry is fully verified.Finally we get the following new findings.In the first place,Both labor mobility and technology transfer are related to the independent innovation ability of high tech industry in reverse u-shaped type.Secondly,there is a reverse u-shaped type relationship between domestic technology purchase and high-tech industry independent innovation ability.What's more,the domestic technology purchase is positively regulating the relationship between R&D funds investment and high tech industry's independent innovation ability.Thirdly,the impact of foreign technology introduction on the independent innovation ability of high-tech industry is not significant.However,the foreign technology introduction has no significant adjustment of the relationship between R&D investment and high technology industry independent innovation ability.Thus,the empirical results show that the improvement of domestic technology level is more helpful to the development of local industry,and high technology industry development in our country could reduce the dependence on foreign advanced technology resources.According to the above findings,this paper puts forward some concrete suggestions on the improvement of the system,personnel training and the flow of technology and the use of technology in the view of the government and the enterprises.
