New economic growth theory makes technical progress endogenous and thinks technical progress is the key factor to maintain long-term sustainable growth of a country's economy.Independent innovation and international technology transfer are the two important sources of technical progress for developing countries.Because technologies have externality and spillovers,independent innovations tends to bear high costs and big risks,and there is huge gap in technology between the most developed and developing countries,technology transfer including technology introduction and imitation is often the first choice for technical progress for developing countries.FDI,as an important way of international technology transfer,promotes a country's technological progress by technology spillover effects.Agriculture is the primary industry and the important economic lifeblood for Chinese Mainland and promoting technical progress in Chinese Mainland plays an important role on the rapid and sustainable development of agriculture.Based on literature review,the paper explores the impacts of intellectual property rights protection of Chinese Mainland on the technology spillover effects of Taiwan agricultural FDI in Chinese Mainland by the methods of game theory model and empirical study and puts forward the corresponding countermeasures and suggestions for promoting technology spillover effects and agricultural technical progress in Chinese Mainland from the perspective of intellectual property rights protection.Firstly,the paper introduces the research background and describes the research content and methods.The literatUre review mainly concerns the relevant theories and research of FDI technology spillover effects,the calculation methods of intellectual property rights protection,and the correlation between intellectual property rights protection and FDI.Secondly,the paper describes the situation of intellectual property rights protection in Chinese Mainland.It shows that intellectual property protection level in Chinese Mainland has made significant progress.Meanwhile,the Cross-strait cooperation of intellectual property rights protection has been increasingly close but not yet perfect.Chinese Mainland plays the active role but Taiwan is still in a passive state in the Cross-strait cooperation of intellectual property rights protection.The paper describes the situation of Taiwan agrieultural FDI in Chinese Mainland from the perspectives of the investment scale,the regional distribution of investment,the investment form,and the investment motives.Thirdly,based on the Cost effective Innovation model and two-stage game model of the Nash-Cournot,the paper analyzes the impacts of intellectual property rights.protection of Chinese Mainland on the technology spillover effects of Taiwan agricultural FDI in Chinese Mainland and the result indieates that the impact is cyclical.Fourthly,based on CH model and modified approach proposed by Lichtenberg and Pottelsberghe,the paper establishes the econometric model to study the impacts of intellectual property rights protection of Chinese Mainland on the technology spillover effects of Taiwan agricultural FDI in Chinese Mainland with Eviews7.0 software.The result indicates that the intellectual property rights protection of Chinese Mainland at present benefits the technology spillovers of Taiwan agricultural FDI in Chinese Mainland.It would expand the FDI technology spillover effects of Taiwan agricultural FDI in Chinese Mainland if the level of intellectual property rights protection in Chinese Mainland is increased.Fifthly,the paper proposes countermeasures and suggestions on how to promote technology spillover effects of Taiwan agricultural FDI in Chinese Mainland from the perspective of intellectual property rights protection.It is important to foster the awareness of intellectual property rights protection,improve the institution of intellectual property rights protection,deepen the familiarity with the institution of intellectual property rights protection among the agricultural businesses,weaken the negative technology spillover effects of Taiwan agricultural FDI in Chinese Mainland,and increase the independent innovation ability of agricultural technology.
