| New Urbanization will promote the economic transformation and achieve the modernization of China.Promoting the new urbanization actively and steadily is the the strategic choice to expand domestic demand and achieve power rich.New urbanization is a systematic engineering that will demand huge funds for building.According to new general plan of urbanization planning,Fujian province combines with the provincial situation and follows the discipline to launch the new urbanization with Fujian Feature to speed up the development of west side of the straits.Fujian province released the Fujian new urbanization plan(2014-2020)in the May 2014.The next few years is the critical period of the new urbanization of Fujian province and also the speed up period of the urban infrastructure construction that Fujian will face huge financing demand.This paper will solve around the financing needs of Fujian Province and focus on three issues.What are the priority areas of new urbanization construction?How many funds they need?How to meet the financing needs effectively?In grasp of the urbanization development of Fujian province and new requirements of new urbanization,this paper uses the comparison method,secondary exponential smoothing method and Delphi method to analyze the financing demand of key areas and key industries of new urbanization of Fujian province and puts forward countermeasures to meet the financial need of urbanization construction.The paper is consists of five parts,the first part describes the research background,research significance,research contents and innovations;The second part teases the relevant key concepts and theories.The third part analyzes the New Urbanization strategy plan and the new requirements on the financing,finding that Fujian's urbanization development has experienced a low quality and high speed development.It not only has outstanding achievement in urbanization but also has a series of problems.People is the key to the urbanization in the future.It's important to meet the requirement in infrastructure,public services,cultural life and a good living environment.So these areas will be the focus of investment and construction financing future urbanization.The fourth part analyzes the financing needs of transport sector,public sector facilities,public services,environmental protection,culture and other fields in Fujian province with comparison and induction method,and estimates the financing demand in key industries with secondary exponential smoothing method and Delphi method.The fifth part works out how to meet the needs of new urbanization and put forward the corresponding countermeasures basing on the specific situation of Fujian province and new urbanization financing needs.The results show that the development of urbanization in Fujian exists a problems which values speed and ignores quality.It is urgently improved in transportation,public services,public sector facilities,environmental protection and cultural protection areas.In the development requirements of the new urbanization,these areas need to increase investment in the future and face a large number of money demand.The results related to the financing needs of the industry forecast shows that in 2014-2020 the demand for financing urbanization related industries in Fujian province is expected to reach 13 trillion.Among them,the real estate industry will generate 4.7 trillion financing needs,transportation,storage and postal industry will generate 2.28 trillion financing needs,the financing needs of public facilities management industry is 1.3 trillion.The development of education,health,ecological management and environmental protection,information technology and service industries are still weak,but the investment and financing needs of these industries are expected to show steady growth in the future.So government must guide and adjust to the investment in these sectors in accordance with the requirements of new urbanization,increasing support for these industries. |
