Research On The Evaluation Of Investment Benefit Of Zhejiang Province In Communication Resource

Communication resources of power grid are not only the infrastructure construction for future urban power grid upgrades and meeting regional power demand,but also a significant investment for promoting regional economic development and improving the whole benefit of power grid companies,reasonably assessment of investment effectiveness is of greatly significant meaning for guiding future communication resources construction,seizing investment timing,preventing investment risk as well as effectively improving power supply capacity and reliability.In recent years,with the construction of national "three intensive management items and five big systems"(namely,intensive management of human resources,financial and materials and five big systems of big plans,big projects construction,big running,big maintenance and big marketing),power communication resources has experienced rapid development.It is no doubt that the large-scale construction of power grid communication resources has effectively improved operating conditions of power grid.However,it cannot be ignored that it brings enormous pressures to management and operation of power grid companies in the following aspects.Firstly,with the expansion of power grid companies'assets,the expenses of grid operation,maintenance and depreciation increase rapidly.Thus,companies have to face unprecedented difficulties and pressures brought from huge financial funds stems from large-scale financing.Secondly,some issues have been increasingly serious such as the lower utilization rate of power grid equipments which severely affect the economic operation of power grid,resulting in investment benefit difficult to be achieved.Thirdly,a scientific evaluation and optimization system for power grid investment has not yet been established which increases many uncertainties for investment management of power grid.The above three issues,to some extent,hinder grid network optimization and upgrading as well as the continued increasing of operational benefits.Therefore,it is necessary to study investment benefits of grid communications resources.Grid communications resources investment should be quantitatively analyzed and its economic efficiency needs to be evaluated.Furthermore,grid communications resources investment needs to be further optimized based on the assessment results.The study is not only conducive for grid companies to scientifically select grid communications resources investment projects,seize investment timing and prevent investment risk,but also further steadily increases investment benefits of grid communication resources so as to promote the healthy development of power grid companies.The status of distribution grid network construction in this paper is fully analyzed.Following that,financial and non-financial indexes system of investment benefit evaluation of grid communication resources construction are established combined with basic theories of grid investment benefit evaluation.Then,evaluation models based on data envelopment analysis and grey correlation analysis are established for evaluating investment benefits of grid communication resources in Zhejiang province.Finally,optimization countermeasures for grid communication resources investment are proposed based on the evaluation results.
