At 2016,the central document has been focused on "the three rural" issue for 13 consecutive years,and for four consecutive years locked the theme of ordering to accelerate agricultural modernization.Seed industry locates in the most upstream industrial chain of agriculture,which is to ensure food security and the effective supply of major agricultural basic industry,and also is related to national security of strategic.Since the founding of new China,the industrialization of seed industry development in our country has experienced three periods which are as follows.Before the reform and opening at 1978,this period included self-production,self-selection,self-storage,and self-utilization,meanwhile the nation as the auxiliary involved in the adjustment when it was necessary,however,this collective supported model did not have the concept of industrialization.After 1978,the reform and opening began to implement,and the pattern contained localization of varieties,specialization of seed production,mechanization of seed processing,standardization of seed quality,and unified seed supply for the province as a unit,which did not truly achieve the marketization operation of seed industry because the seed companies founded by the governments.Until the seed law was promulgated in 2000,China seed industry has gradually entered the marketization stage.China seed industry has been opening more than 10 years faced the huge pressure of market competition and the threat of foreign seed industry.For a long time,breeding of crop seed industry had taken the conventional breeding mechanism which was to take the agricultural scientific research institutions and agricultural colleges and universities as the main body,enterprise was mainly responsible for sales.This way of breeding ignored the market demand,and research achievements conversion rate was low,which could not adapt to market competition.The commercial seed breeding proposing new requirements as enterprises becoming the main breeding body,and the science-enterprise cooperation is still necessary in the transition phase.Breeders are the carriers of breeding knowledge and technology,and is the key intelligence element of commercial breeding.So,the willingness of breeding researchers to cooperate is very important.This paper firstly constructs the research framework based on behavioral science theory and system innovation theory,and gets first-hand data through field surveys,then using the logistic model to explore five factors breeders willingness to cooperate,and finally putting forward reasonable proposals for test results.This study includes the following contents:The first part,Introduction.It introduces the research background and significance of this article.The second part,the theoretical basis such as behavioral science theory and system innovation theory.The third part,as part of the transition from theory to empirical research.The fourth part is empirical analysis,using logistic model to analyze the impact of breeding researchers willingness to cooperate.The fifth part is the exploring cooperation mechanisms.And the sixth part is the conclusion and recommendations.The main conclusions of this study:firstly,the current level of seed industry by science-enterprise cooperation is relatively low,the mode and content of cooperation is single,and it doesn't realize the effective flow of human,capital,and technology.Secondly,the willingness to cooperate of breeding researchers are influenced by many factors,including personal characteristics,existing work environment,collaboration features,cooperation system and social factors.In view of this,we give the following suggestions:at first,government and units actively guide to breeders,secondly,effective protection of personnel.And then,adequate incentives to attract talent,clear system to retain breeding researchers.
