With the development of enterprise culture, to create a learning organization is an inevitable approach of improving enterprises'integrated diathesis and competition ability. At present, there are some problems in the development of Shengli Oilfield, such as, fierce competition at home and abroad, big pressure on internal production and deepening revolution, quite a few hot and difficult issues and to improve personnel's diathesis etc. The key to solve these problems and quicken the development is to create learning enterprises, to strengthen staff's learning ability and improve the whole competition ability in enterprises.In conclusion, the study on creating learning enterprises in Shengli Oil Field shall not only be beneficial to the development of Shengli Oilfield but also be helpful of being a recognized leader among other State-owned Enterprises on this aspect.Through the analysis of Shengli Oil Field, combined with the theories of learning organization, the writer believes that it is very necessary and viable for Shengli Oil Field to create learning enterprises. Also, the writer points out some wrong ideas and barriers existing in Shengli.Those wrong ideas and barriers shall be discussed and analyzed in the paper and some constructive conclusion shall be reached.Based on the actual condition of Shengli Oilfield, the writer brings forward the overall methodology on how to effectively create learning enterprises, which includes four aspects: Shared Vision, Mental Model, Team Learning, Systems Thinking. Personal Mastery is included in the above four aspects. The way of creating learning enterprises in Shengli shall be discussed in details from those aspects in the paper.In order to promote the establishment and development of learning enterprises, the writer sets forward some measures from such views as study atmosphere, organization system, competition system and so on, which shall be a good reference for the future development of Oil Field.
