Study On The Health Outcomes Of Commercial Health Insurance

As an important part of the construction of multi-level medical security system in our country,commercial health insurance has developed rapidly in recent years.But the systematic assessment of its institutional performance is relatively less than expected.As a higher level of health insurance system,whether commercial health insurance can effectively improve the health of residents,and truly play a complementary role in basic medical insurance?To carry out in-depth study and research on these issues,will be at this stage of China's multi-level medical security system to further improve the important practical significance.Based on the panel data of China Health and Retirement Longitudinal Study(CHARLS)2011 and 2013 national baseline survey,we select four health indicators including self-rated health,cognitive health,mental health and health care services as a measure of individual health using propensity score matching and difference-in-difference to study whether the commercial health insurance can play a complementary health performance on the policy health insurance.The study have found that:from the overall sample,commercial health insurance effectively improve the health of the insured population.But the effect changes with the different dimensions of health indicators.Specifically,it significantly promoted the health of residents in self-evaluation of health and cognitive ability,and in the use of medical services significantly increased the residents of treatment behavior,but for the individual's mental health level effect is more complex.From the view of the breakdown of the sample,the health performance of commercial health insurance in urban and rural groups and different age groups among the basic results consistent with the overall sample,but there are still some structural differences.In general,the effect of commercial health insurance on individual health is mainly manifested in urban groups,and more in rural areas is negative effect.Commercial health insurance has no significant effect on the health level of people under 55 years old,but the effective improvement of the health level of the necessary groups for the elderly over 65 is an important practical reference for solving the problem of population aging in our country and the health care of the elderly.In addition,we also found that the overall health effect of commercial health insurance would be significantly underestimated without considering endogenous problems.Endogenous issues need to be taken into account in the future study of commercial health insurance performance and further elimination to more effectively and accurately measure the actual performance of commercial health insurance.In general,the results of this paper support the healthy health of commercial health insurance in a certain sense,which also provides a realistic basis for the future construction of commercial insurance system.The next step,China should be included in the health performance of health care system evaluation up.
