| The report of the 19th National Congress of the CPC made it clear that "the people's health is an important symbol of national prosperity and prosperity of the country."With the development of economy,the health issue has drawn more and more attention from all people.The most direct impact on health is health resources.The sustained increase in the investment of health resources has a great effect on the improvement of health.During the planned economy period,a large amount of health resources in our country has made the national health level greatly improved.The death rate of the population has dropped from 17 ‰ to 6.25 ‰ and the average life expectancy has also increased from 40 to nearly 70 years of age.However,after the reform and opening up,there was an overall increase in the death rate of the population.As a result,the overall investment in health resources in our country was sluggish from 1979 to 2008,which led to the slowdown in the period from 1979 to 1983 and from 2003 to 2008.There were two surges in population mortality,even at the lowest point of 2003,at 6.4 ‰,which was higher than the 6.25 ‰ at the end of the planned economy.However,it is gratifying to note that the "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of the Health Care System" in 2009 set the reform direction for the medical and health undertaking to return to public welfare.The investment in health resources once again entered the fast lane and the upward trend in the population mortality rate also started to slow down,And the good phenomenon that the decline has begun to appear in the past three years.By comparing the data from 1950 to 1960 and from 2008 to 2016,we find that health resources have less effect on health outcomes in the current period than in the previous period.Empirical data tells this article that health resources play a bigger role in countries with less developed economies and that India has significantly improved its health in recent years faster than China.So,with the economic development,especially at present,our country has entered the level of high-income countries,health resources will improve the health outcomes will be very obvious?This article will be conducted through more detailed provincial panel data and more reliable measurement methods.At present,many studies focus on the scale of government health expenditure,or study only the overall health resources for health improvement,there is little more in-depth study of the heterogeneity of the types and structures of health resources.This paper not only studies the relationship between health resources and health outcomes in the current period,but also clarifies the relationship between health resources and health outcomes through heterogeneity analysis.This article is divided into five parts to carry out the research.The first part is the introduction of this article,which is the origin of the research problem and the outline of how to study it.The second part is related to the domestic and international literature on the relationship between health resources and health outcomes The third part is the descriptive analysis of the relationship between the explanatory variables and the selection process of the variables in the study.The fourth part is the empirical part of the article,which will be described by the single equation model and Simultaneous equations model to study the issues raised in this paper to verify the hypothesis of this article;the fifth part is the summary of this article,including the conclusions and policy recommendations of this article.Based on the current national health policy,this study separately studies the effects of the structure and types of health resources on health outcomes,and specifically studies the following issues:1.What is the effect of health resources on improving health outcomes in the current period?2.Hospital health resources and Primary health care institutions health resources each have their own impact on health improvement?3.Health human resources and health material resources which is more important?In order to answer the above questions,this paper constructs a macro-health production function model based on the Grossman model in China,selects six representative variables of health resources and takes the mortality rate of the population as the proxy variable of the health outcome.Firstly,the relationship between variables is descriptive Secondly,the relationship between health resources and health outcomes was analyzed and analyzed through the single equation econometric model.Finally,the relationship between health resources and health outcomes was further analyzed using simultaneous equations using the three-stage least squares method(3SLS)The health resources are divided into hospital health resources and grassroots health resources,health human resources and health material resources heterogeneity analysis,and finally get the following conclusions:1.The effect of general health resources on health outcomes is the combination of the effects of hospitals and primary health care institutions and the current increase in health resources can still significantly improve health outcomes;2.Hospital health resources have a more obvious effect on reducing mortality.The low efficiency and low service quality of grassroots health resources make their health improvement not obvious or even worse,which leads to reducing the overall effect of health resources on health improvement.3.Human resources for health have more obvious effect on reducing mortality rate than biological resources.Based on the theoretical analysis and empirical analysis,the article concludes with"Documents on Deepening the Medical and Health System Reform Plan for the Thirteenth Five-year Plan",putting forward four suggestions:First,to continue to increase investment in health resources and pay more attention to human resources investment;Second,the primary health care institutions should focus on improving the quality and efficiency of primary health care resources,the key is to improve the quality;Third,the hospital's investment in health resources should focus on high,refined and specialized aspects;Fourth,to build more A clear mechanism for the division of labor in medical institutions-grading diagnosis and treatment. |
