The Study On Energy Conservation Supervision In Shandong Province

Energy is the necessary and material basis for human survival and economic development in modern society.China is a country where energy resources are scarce,overall,the level of energy efficiency is low.With the rapid growth of energy demand and huge amounts of energy consumption,the sustainable development of economic Society have been seriously restricted in china.Therefore,energy saving has become our inevitable choice.Energy conservation supervision is playing an increasingly important role as an important means to ensure energy conservation laws and regulations.The work of energy conservation supervision in Shandong has been pursue for ten years.There are a number of aspects of the fruitful exploration and practice about the work.Furtherly,it is a strong impetus to the depth of energy saving work to pursue.However,it must be soberly aware that there are still many problems and obstacles in practical work that restrict the work of energy conservation supervision in Shandong Province.Therefore,in order to further play the role of energy conservation supervision on energy conservation,it is necessary to further study how to improve the energy conservation supervision system in the new situation and stimulate the vitality of energy conservation supervision.Firstly,This paper introduces the related concepts,basic principles and the theories of energy conservation supervision which involved include administrative enforcement,energy saving and energy conservation supervision.It also describes the basic principles of energy conservation supervision briefly.Secondly,this paper reviews the development of energy conservation supervision in Shandong.It introduces the main work carried out by energy conservation supervision agencies,and finds out the problems in the work,which is that the main effect is lack of supervision,the breadth and depth of supervision is not enough,the way is not reasonable,the level of energy management is low in some enterprises and social awareness is not high.This paper argues that the reasons for the above problems are mainly due to inadequate legal protection,imperfect monitoring system,lack of data support,imperfect enterprise energy management,lack of energy saving publicity and so on.Through the analysis of the legal policy framework and important measures of energy conservation supervision in the United States,the European Union and Japan,as well as the beneficial exploration and important breakthroughs for energy conservation supervision in Shanghai,Guangdong and Nanjing,this paper argues that the perfect legal system is the Important basis of energy conservation supervision,independent organization is the organization of energy conservation supervision,advanced data collection is the technical support of energy conservation supervision,effective guidance can help enterprises to improve the level of energy management,positive publicity can promote the public to participate in energy conservation work.These are the experience that we can learn from and reference in Shangdong.On this basis,this paper puts forward the countermeasures to improve the energy conservation supervision in Shandong Province,including perfecting the legal system and the Institutional mechanisms,strengthening the means of informatization,improving the level of energy management and promoting the participation in the public.
