| With the more rapid development of globalization and more fierce competition, regional innovation has become the decided factor for the region economy to take advantage of rical partners. Jing-Jin-Ji region is the one of three regions where regional economic development most actively, is the center of the northern cities. Jing-Jin-Ji has better transport facilities, solid industrial base, outstanding technological strength, a high level of opening up and tremendous potential for development. At present, the "11th Five-Year" plan, the state will focus on the development of the Jing-Jin-Ji region. Based on this background, we have evaluated the innovative capability of Jing-Jin-Ji region, and provided the corresponding countermeasures to enhance the regional innovation capacity. This paper reads as follows:Firstly, Regional innovation capacity and its related theories have been expounded, including the meaning of the regional innovation system and its structure, the concepts and elements of regional innovation capacity. It provides a theoretical basis for Jing-Jin-Ji region to build innovation capacity evaluation index system.Secondly, the innovation capacity of Jing-Jin-Ji region has been introduced. According to the five elements of regional innovation capacity, the evaluation index system has been established. By Principal Component Analysis, using SPSS operation, the results have showed the score and ranking of Beijing, Tianjin and Hebei province, then we have compared and analyzed the capacity of various aspects.Thirdly, based on the regional innovation capacity status of Jing-Jin-Ji region and evaluation results, the main problems in the regional innovation system have been discussed, including the overall planning, coordination mechanisms, industry structure and layout and basis establishment, etc.Finally, the countermeasure and suggestions which enhance the innovative capacity of the Jing-Jin-Ji region have been proposed. Correspond to the existing problems, a series of countermeasure and suggestions have been presented, including strengthening government functions, constituting coordinating agencies, increasing regional cooperation of universities and research institutes, improving enterprise technological innovation capability, optimizing industrial layout, improving basis establishment and other aspects. |
