As fundamental industry in the era of the information service,it set off the industrial structure,industrial distribution,industry organizations,industry resource allocations such as a full range of strategic change.At present,economy in the world is in the depth adjustment after the financial crisis,the period of reform of global governance systems,and China is in the critical period of adjustment of development mode.In this context,study the effect that the development level of information service industry on the optimization of industrial structure.On the one hand,it helps us to clarify the mechanisms and path of information services for the optimization of industrial structures,on the other hand,it has a strong significance that information service industry how promotes upgrading of the industrial structure during the environment of Internet revolutionary storm.First,the paper based on the mechanism of information service industry On the optimization and upgrading of industrial structure,analysising the effect that information service industry on the structure of supply and demand,industrial restructuring and differentiation,structure of international trade,government policies and industrial support role,which leads the industrial structure,rationalization.Then,from the output scale and input scale describes the overall development of information service industry recent year,and by adding the tertiary industry growth rate and contribution rate to analysis the current situation of the development of China's industrial structure.At last,in order to discussing the interrelationship Between the development of information services industry and optimization and upgrading of industrial structures,the paper calculates the industry leading coefficients of the cost of information services in tertiary industry.According to the results,the investment of information service in industry in tertiary industries varies greatly,which affect the validity of the information service industry promotes the industrial structure adjustment.In particular,the investment in the service sector and demand there are many contradictions.When measure the change of industrial structure degree,this paper bases on the rationalization of Industrial structure and advanced level of Industrial structure.By using state-space model,Firstly,establishing the State space model to analyze the dynamic effect that level of development of information service industry as time goes by on the optimization and upgrading of industrial structure,and Using co-integration test,causality tests to verify the validity of this model,then coming to the conclusion that the development of China's information service industry in contribution to the optimization and upgrading of industrial structure is changing.Secondly,Selecting 30 provincial panel data during 2004-2014,making the human capital,innovation ability,information level,government support and opening level as explanatory variables,information transmission,computer service and software industry,increase the values for the explanatory variables and using the spatial econometric model to analyze the relationship between the explanatory variables and the explained variable,in order to recognizing the main factors that effects the development of information service industry.Studies suggest that,First and foremost,the human capital,government support and innovation ability is the main factor influencing the current growth of information service,Specially,the role of human capital and government support have phase characteristics.Second,the test of Moran's I index showed,Factors influencing the development of information service industry in China is geographically dependent.From an overall perspective,In addition to variable of the degree of opening up,any influence factors on the development of the inter-provincial information service level has a obvious spillover effect.The coefficient of wInedu?wInexp?wIninv and wInnet is 5.0099?4.1596?1.727 and 0.691,meaning that the human capital and government support have the greatest overflow effect on the development of information service industry.The coefficient of wInfor did not pass inspection which match with the current situation that the level of opening up has been improved in an all-round way and there was little difference between regions.
