As the driving force of modern economic and social development,Informatization has profoundly affected the economic and social development of our country. Informatization is the key to pressing ahead with the transformation and upgrading of China's industrial structure, as well as enhancing the international competitiveness of China's industrial development.In this dissertation, we take the promoting effect of Informatization on the transformation and upgrading of industrial structure as the main line of research, and study the mechanism of it from the theoretical and empirical point of view. We discuss the dynamic interrelationship between Informatization and the transformation and upgrading of industrial structure, and analyze the spatial spillover effect on adjacent areas of the promoting effect of Informatization on transformation and upgrading of industrial structure, thus putting forward some suggestions as to how we betterly promote the role of Informatization on industrial structure. In this dissertation, we do the research mainly from the following five aspects:1.This dissertation analyzes the effect mechanism of Informatization on the transformation and upgrading of industrial structure. The transformation and upgrading of industrial structure cannot be separated from the transformation and upgrading of the industry. This dissertation analyzes the effect mechanism of Informatization on industrial transformation and upgrading from two aspects:industrial transformation and industrial integration. Firstly, based on the innovation theory, Informatization transforms traditional industries through new technology,new model and new market. Informatization enhances the efficiency of industrial production with new technology, improves the competitiveness of industries with new products, thus resulting in orderly and healthy development of traditional industries. Secondly, based on the integration theory, Informatization promotes the industrial integration. Informatization improves the efficiency of industrial integration with new engine, shortens the industry integration cycle with new platforms, enriches industry development content with new types of business, thus resulting in more efficient integration of traditional industries. Informatization makes the industrial structure towards rationalization, supererogation, optimization and transformation through industrial transformation and industrial integration.2. This dissertation measures the level of China's Informatization development and the transformation and upgrading of industrial structure. The measurement is divided into two parts. Firstly, from the connotation that Informatization is a continuous and progressive dynamic process, based on the previous research on the measurement of Informatization, taking full account of national conditions, this dissertation puts forward four factors , which are the level of infrastructure,Informatization application level, information industry, information development environment, screens 13 indicators, then constructs the dynamic multi-index evaluation system of Informatization measurement. Secondly, from the connotation that the transformation and upgrading of industrial structure is a course of evolution during which "transformation" and "upgrading" co-occurs, taking full account of industrial structure changes in the process of industrial structure transformation and upgrading, this dissertation constructs the evaluation index system of industrial structure transformation and upgrading from four aspects, which are the industrial structure rationalization, the industrial structure supererogation, the industrial structure optimization and the industrial structure transformation.3. This dissertation builds the Panel Vector Autoregressive model (PVAR) to study the dynamic relationship between Informatization and the transformation and upgrading of industrial structure. This dissertation uses the data of Informatization and the transformation and upgrading of industrial structure in 30 provinces of our country from the year of 2003 to 2014, builds the panel vector autoregressive model(PVAR), through the dynamic panel GMM estimation, Impulse Response Function(IRF) and Forecast Error Variance Decomposition (FEVD), tests the impact situation of them.The results are as follows, Firstly, Informatization has long,sustained, and dynamic promoting effect on the transformation and upgrading of industrial structure. Secondly, the mutual promoting effect of the two variables is not equal, that is, the pushing effect of Informatization on the transformation and upgrading of industrial structure is stronger than the pulling effect of the transformation and upgrading of industrial structure on Informatization. Thirdly, the promoting effect of Informatization on the transformation and upgrading of industrial structure has a time-lag, it reaches the peak value in five years, and then begins to weaken.4.This dissertation introduces Spatial Econometric Model (SEM) to study the promoting effect of Informatization on the transformation and upgrading of industrial structure. At present, the empirical research on the impact of Informatization on industrial structure upgrading is relatively few, and the influence of spatial factors on Informatization and industrial structure is neglected. From the existing research results we can see that both the development of Informatization and industrial structure transformation and upgrading are subject to objective influence of regional economic and social development. Therefore, this dissertation uses MoransI index, Moran scatter diagram, LISA agglomeration map and spatial econometric model estimation to inspect the spatial dependence of Informatization and industrial structure transformation and upgrading, and the spatial spillover effect of Informatization on industrial structure transformation and upgrading. In the meantime, according to relevant research on the influencing factors of the industrial structure transformation and upgrading by scholars, this dissertation includes scientific research level, financial level, urbanization level and foreign trade level as control variables into the Spatial Econometric Model. The results are as follows,Firstly, there are significant spatial dependencies between Informatization and industrial structure transformation and upgrading, both of which show regional aggregation characteristics. Secondly, Informatization has significant positive spatial impact effect on the transformation and upgrading of industrial structure of the region and adjacent areas. Thirdly, scientific research level, financial level,urbanization level have significant positive effect on regional industrial structure transformation and upgrading, while foreign trade level has no significant effect on industrial structure transformation and upgrading.5. Based on the results of theoretical and empirical research, this dissertation analyzes the present situation of the transformation and upgrading of China's industrial structure, and fully draws lessons from the experience of the developed countries in promoting the transformation of the industrial structure. At last,this dissertation puts forward suggestions from five dimensions, which are strengthening the national macro-deployment,strengthening the infrastructure construction,improving the independent innovation system of information technology, industrial innovation and ecological system, the new market governance system of the relevant countermeasures and suggestions.
