The competition in modern business is attributed to talent competition, as the competition of talent cultivation mechanism of enterprises. Who gets the talent gains money. The talent management issues in financial field are increasingly paid wide attention. Issues such as transformation and innovation of the bank, optimization of the staff structure and staff performance appraisal etc. have become the significant factors of the bank. The bank is confronted for its successful development and transformation. So far,rural commercial banks faced with the strategic transformation selective period. Their objective is to become modern commercial banks. Only the competitive talent matches its rapid development. The current urgent task for all the banking institutes is how to select talent, keep talent, make full use of talent, and develop talent. As a local bank, Haikou Rural Commercial Bank (HRCB) founded earliest among local banks in Hainan. While its rapid development and talent management problem are significant in China banking as well as rural commercial banks.This thesis sets the bank talent management research as a starting point, by studying the bank talent management home and abroad to conclude and summarize the connotation of bank talent system and its management characteristics,in-depth making a research on the management mechanism of talent in HRCB to analyze the current talent management situation, advantages and existing issues in details. It points out countermeasures and suggestions to further improve talent management system of HRCB, through a cross-sectional study on the practical experience about the talent management in rural commercial banks of other provinces.This thesis aims to make an in-depth study on the talent management of HRCB under the strategic transformation, to understand the current talent management situation and existing issues in HRCB and analyzes the existing issues to explore how HRCB faced with international development opportunities and temptation, does a good job on talent storage and cultivation under the fierce banking competition background. Only by giving full play of talent resources advantages and speeding up the business developing fast, can it finally root in the local market and exit in the whole country as a transformed modern commercial bank, truly realize the cross-area operation.Take the system of talent management and cultivation in HRCB as an example to deeply explore the talent cultivation model in the transformed rural commercial banks.Focusing on talent cultivation can not only promote successively upgrade of business innovation in the rural commercial banks, which plays an significantly important role on the transformation and development of rural commercial banks to modern commercial banks, but also can improve the whole core competitiveness of rural cooperatives, which makes sense for the running and management transformation of all national rural commercial banks.
