With the development of reform and opening to the outside world, China has gain rapid development, reducing the difference with the developed-countries day by day. By now it has basically achieved a well-off society in all-round way while the civil standard of living has been greatly improved. However, the hidden growth rate has been decreasing gradually since this year, because of the global influence. The financial circles, headed by bank face the great challenge. With the reform of the banking industry, the state-owned banks have gradually lost their administrative advantages. In the face of the private banks, foreign banks and other financial industries, the loss of talent is serious. How to grasp the outstanding talent, in an invincible position, is the problem that the state-owned banks need to be solved at present.This thesis takes the Construction Bank of China A Branch, combined with the current situation of human resource management, used of human resource management theory, and employee turnover model, considering the components of a branch of human resources, the current situation of talent turnover, the brain drain whereabouts, personnel of the reasons for the loss of four aspects of a comprehensive research and analysis, and combined with the foreign bank’s successful experience in human resource management, concludes and puts forward the corresponding countermeasures and solutions.This thesis that by improving the staff incentive environment and content, establish fair and impartial public employment mechanism, improve the performance evaluation system, optimize the salary plan; pay attention to the staff career development, improve the personnel training mechanism, establish a "people-oriented" concept, establish a sound training system; create a "people-oriented, behavior" of the state-owned banks, China Construction Bank A branch to retain talent, attract talent, so as to improve their competitiveness. It is hoped that the research conclusion of this paper is helpful to the A branch.
