The ‘One Belt and One Road' initiative was based on the experiences of past 30-year china's opening policy,it is an international public product incorporated with Chinese responsibility which provides other countries and Chinese provinces along the silk road with an opportunity to develop.After the releasing of this initiative,the relevant provinces and cities have quickly launched their own action plans and embodiments to seek the external benefits as much as possible.As a major strategy for China to participate in the global governance,‘One Belt and One Road' initiative could not be too specific and too definitive at the national level.So in the subsequent implementation and operating process,some malpractices revealed inevitably like the local planning overlapping,redundant projects construction,regional competition.The core of ‘One Belt and One Road' initiative is cooperation and the key is mutual benefits,so how to lower and circumvent the regional competition,how to achieve better cooperation and how to realize the goal of mutual benefits,these are the questions that numerous participants and organizations need to study and handle.As the higher level of inter-organizational relationships,cooperation is a unique system format and technic style,it is a positive feedback from the trans-regional,trans-departmental and trans-organizational relationships.The source of the cooperation is coordination which points at mutual goal completion.The progress of developing the ‘One Belt and One Road'initiative is an intimate active procedure of inter-organizational network.All its own cooperation action and strategic level is fit well with the core concept of collaborative management.With the advancing of the ‘One Belt and One Road' initiative,the frequency of lateral and longitudinal cooperation among the participants' inter-organizational will increase,this holds theoretical and realistic meaning for us to use the concept of collaborative and practices to participate in the development of the ‘One Belt and One Road' initiative.Gansu is a less developed inland region with distinct disadvantages and advantages of development.Due to the historical and natural reasons,it is hard to change the low level of openness of Gansu with the backwardness of transport infrastructure,low-level economic development and weakness of eco-environment.It is imperative to take all possible opportunities and comparative advantages to flourish Gansu and its people,to make transformation.The ‘One Belt and One Road' initiative make the Gansu from the inland to thefrontier of development of western region.Gansu is collecting the power and wit from all field to participate in the ‘One Belt and One Road' initiative with ‘13685' strategy.This paper focused on the similar problems in the ‘One Belt and One Road' initiative development.Base on the core part of ‘One Belt and One Road' initiative and the SWOT analysis of the application of collaborative public management in this initiative and with the application of theory and tools from collaborative public management and including of thoughts upon the realization theory and practical breakthrough of Gansu province in the current quandary,this paper proposed Gansu province should apply collaborative public management in the ‘One Belt and One Road' initiative and establish the concept of cooperative development with the practical model of negative inventory,hold the Silk Road(Dunhuang)International Cultural Expo with multiplicity concept,concentrate on the building of the ‘golden passage'with the substantial industrial cooperation as the support,actively incorporate and propel the building of ‘One Belt and One Road',expedite the quality improvement of Gansu's extrovert economic development.
