In the new period,the enterprises show more attention on talents with more and more intense market competition,when talents can display their talent in the fierce competition,especially those skilled ones.Not only western developed countries,but also large state-owned enterprises are showing urgent demands for skills talents.The enterprise cannot develop without talents' help.So it is meaningful for us to put forward solutions to brain drain loss in our state-owned enterprises.From 2012 to 2015,talents lost seriously in Shanghai ST Co.,LTD,which became a stumbling block in the further development of the enterprise.The article carried out detailed analyses brain drain issues both at home and abroad through putting forward problems,analyzing problems and solving problems,combining the theory well with the practice.The article made an empirical analysis of brain drain situations,causes and measurements of the company on the base of the human resource management theory,hoping to help state-owned enterprises introduce more skilled talents and realize the long-term development of those enterprises.The article had six sections.The first section was introduction,which mainly introduced the reason of choosing this topic and the research significance,making an overview of related domestic and foreign researches on brain drain.The second part mainly showed the meaning and characteristics of the skilled talents of state-owned enterprises,the meaning of skilled talents of the group companies and theory base of brain drain issues in state-owned enterprises.The third part analyzed the skilled talent holding and loss situation of the Shanghai ST Co.,LTD in the perspective of age,length of service and education background.The fourth part made the suggestions of effectively preventing brain drain from three perspective including macro strategies,internal solutions and skilled talent training with reference to the brain drain case of Shanghai group company.The article suggested company strengthening talent introduction,speeding up training new college students and strengthening cadre team construction to fill the blank of core talents loss.The fifth part is the reference.For solving the outstanding problem of brain drain in Shanghai ST Co.,LTD,the article made the further research of policies and measures of talent introduction,training,and incentive to break the bottleneck of current brain drain and talent development in state-owned enterprises.
