Labor dispatch is one of the most important parts in chinese employment relationship.Labor dispatch has entered to China in the early 1980s’,repaid growth in the middle of 1990s’.It almost exists in all business company.Labor dispatching system because of its flexible,greatly reduces the human cost of enterprise,thus in our country presents normalization and common trend.However,due to this type of labor dispatching particularity also led to a series of problems in human resource management,especially the effective incentives of labor dispatch staff has become an urgent problem to be solved by our country enterprise.In our country,state-owned enterprises make large use of labor dispatch staffs.As a typical state-owned enterprise,China Unicom has established an employment mechanism based on labor dispatching staff as the first line staff.With the work carried out,some labor dispatch staffs are gradually arranged in the core work,they do the same work but get the reward is not the same.At the same time,the company lacks effective incentives for dispatched staffs,which greatly affects the motivation of labor dispatch staff,it is difficult to inspire their enthusiasm for their work.Compared with the labor contract workers,labor dispatch staffs can not get enough attention,their rights can not protected sufficiently,they have less satisfaction to the company,which has a negative impact on the company’s sustainable development.Therefore,enterprises should change the traditional concept of human resources management,according to the incentive needs of labor dispatch staffs,taking more effective incentive policy to improve their job satisfaction and prompting them to make more effort for the company,so the economic benefits of the enterprises will increase,enabling enterprises to grow and develop in a competitive market environment.This paper is based on the background above,taking the labor dispatch staffs of C branch of china unicom as the object of investigation.On the basis of understanding the basic situation and incentive status of the company,a Satisfaction survey was carried out on the labor dispatch staffs.Through the empirical analysis of the questionnaire results,the current problems in the company’s incentive to dispatched staffs to be verified,and put forward the corresponding optimization suggestions,including changes in the allocation of pay structure,the flexibility to increase welfare projects,improve the promotion channel,develop a variety of training methods,and create a good communication environment.The purpose of this paper is to explore the shortcomings of the incentive of labor dispatch staffs,and put forward the targeted optimization strategy,improve the job satisfaction of labor dispatch staffs and enhance the core competitiveness of enterprises.
