Research On Management Of Land Retained For Resettling Land-requisitioned In Xiuying District

Land retained for resettling land-requisitioned rural collective economic organizations refers to land arranged to rural collective economic organizations by the country according to a certain proportion of requisitioned land area when the rural collective land expropriation is conducted by the country in compliance with the law.This is construction land used to guarantee the production and living of land-requisitioned farmers.Retained land policy is a special way for land expropriation compensation in our country,conducted by some local governments only,has not yet been widely promoted or implemented across the country.Local governments carry on the summarization and exploration of this policy.There are few related systematic researches on it.Currently,the retained land,as one of the most important sources of rural collective economic development land,is an important approach to solve the problems related of the land-requisitioned farmers’ survival and daily life,plays an extremely important role boosting rural collective economic development and promoting the rural economic sustainable development.In recent years,a large number of construction projects have entered Xiuying district bringing in rapid economic development,which led to more and more rural collective land requisition and therefore more and more land-lost farmers at the same time.Problem of land-requisitioned farmers has become a social hotspot and a difficult problem that can not be ignored.This paper takes Xiuying district as the research object,analyzes problems existed in the management of retained land for land-requisitioned farmer resettlement in Xiuying District from the angle of administrative management through data collection,field investigation,interviews and other methods,and from the of four levels,puts forward suggestions and countermeasures suiting local conditions from four aspects which are policies and regulations,planning and site selection,policy implementation and development and utilization.This paper is composed of six parts,the first part is the introduction,which mainly introduces the research background,significance,domestic and foreign related research and research contents and methods.The second part is the overview of management of land retained for resettling land-requisitioned rural collective economic organizations in our country,which is addressed from the facets of retained land and its related concepts,the general situation of retained land in different parts of our country and the necessity of resettlement modes.The third part is the current status of the management of retained land for resettling land-requisitioned rural collective economic organizations in Xiuying district,which mainly analyzes the policy implementation and utilization of retained land.The fourth part is the existing problems of management of retained land for resettling land-requisitioned rural collective economic organizations in Xiuying district,which is discussed from four aspects:policies and regulations,planning and site selection,policy implementation and development and utilization.The fifth part elaborates countermeasures and suggestions targeting problems put forward from four aspects above from the perspective of administrative management in order to improve management of retained land for resettling land-requisitioned rural collective economic organizations in Xiuying district.The last part is the conclusion.This study will help government,especially the land management departments to make scientific and reasonable policy of retained land and provide reference for conducting regularized and effective management,and it has practical guiding significance to solve the problems related of survival and daily life of land-lost farmers in Xiuying district.
