Research On Urban Development Boundary Delimitation Method Of The Integration Of Multi-planning

Along with the advancement of urbanization,the urban population increasing and the urban spatial expanding,the demand for construction land is growing sharply,and the increasing expansion of construction land for cultivated land protection and ecological security in China has brought great pressure.Although China have some spatial planning,such as general land use planning and general urban planning to control the construction land,but the border of space control are not unified,those spatial planning are not only independent of each other,but also lack of cohesion,and there are many conflicts during the execution of planning,these factors are make the control of the construction land was lacking.At present,we need a unified control border to realize the effective connection of planning.As one of the space growing management policy tools,the urban development boundary with the "ecological priority" for the principle to protect the urban ecological security line.The urban development boundary is based on the theory of "smart growth" to improve the performance of the city internal space,to lead better allocation of urban land resources,and to promote the economical and intensive use of construction land.Furthermore,the urban development boundary not only plays an important role for the coordination of ecological protection and urban development,but also would provide the theoretical and technical support to promote the integration of multi-planning.According to analyze the relationship with the urban development boundary and the existing planning control boundary,clear the advantage of the urban development boundary.Research based on the theory of "smart growth",combined with the thinking of "multi-planning",from the perspective of the scale and the layout coordination,constructed the "two lines and two space”structure system,and based on this system to mainly discusses the urban development boundary delimitation method.First of all,research combined with the space layout of the basic farmland protection areas,the ecological red line and the basic ecological line to delimitate the rigid control area.Secondly,in order to define the construction land scale within the boundary,research has analyze and coordinate the border control of the general land use planning and the general urban planning,and has put forward a set of measures to calculate the scale within the urban development boundary.To realize scientific and reasonable layout,study coordinate several planning,and put forward a set of the rules to delimitate the urban development boundary.Thirdly,according to compare the prediction method of the general land use planning and general urban planning,and analyze the pros and cons of both prediction methods,research would choose the appropriate method to forecast the urban construction land scale of target year.Finally,to optimize the current situation of urban and rural construction land within and outside the boundary,and to promote the economical and intensive utilization of land,research have put forward the strategies to optimize the structure and layout of the urban and the rural land.In order to enrich the theory research and the practical application of the urban development boundary,research take Nanjing province as a case to verified delimitation method of the urban development boundary.
