With the rapid development of China’s economy and urbanization process, cities’ space of construction expands quickly in our country, and the speed of the spatial urbanization has seriously surpassed the population urbanization, leading to the problems of serious loss of arable land resources and serious damage to the ecological environment. In order To solve these issues of urbanization, western countries have bring out urban growth boundary, an effective tool of urban growth management, what is gradually being introduced to domestic academic field, on the other hand, China is also active in exploration of planning field. In the third round of land use planning, zoning regulation land for construction was proposed, and the boundary of the urban and the rural construction land expansion was recommended.The expansion boundary of the urban and the rural construction land is both innovative policies of UGB in China, and also an important measure of China’s reform of the planning system. In this paper, we understand the expansion boundary of construction land as China’s UGB innovation, flexible planning tool, guide tool of the expansion of construction space and Multi-target planning tools. However, the significance of expansion boundary of construction land has exceeded the mere land use planning. From the perspective of entire planning system, development planning lacks of coordination with spatial planning, and multiple planning integration is imperative.After a study of the goals and principles of setting the expansion boundary of construction land in this paper, combing with the current trend of planning, based on the thinking of multiple planning integration and the concept of "anti-planning", method to set the boundary was proposed. First, fully integrate various types planning of conservation, observing the principle of ecological priority, starting from the arrangements for non-construction land, then set the bottom line of construction land. Second, coordinate various types planning of development, combining with construction land suitability, then adequately arrange future development through effective prediction within the space suitable for the development. At last, adjust the expansion boundary of construction land, by taking advantage of the line of natural landscape.In the part of case analysis, by a study of the expansion boundary of construction land in the new round of land use planning in Deqing County, we found that establishment of the expansion boundary is still relatively casual, having conflict with the other planning, too large range and have not reflect the main directions of development. Setting the expansion Boundary by researching multiple planning integration, generated case can fully coordinate the relationship with other planning, and guide urban and rural development to the right space, with good operability.At last, the effective implementation of the expansion boundary the urban and the rural construction land also need some supporting policy and management measures. Improve the legal status of the expansion boundary; accelerate the process multiple planning integration; set up supporting measures to help implement; Establish discipline for the daily management.
