Rapid urbanization has promoted the sustainable development of the national economy,improved people's living standards and made profound changes in the social structure.However,with the rapid development of urbanization in China,the space for urban land use has spread rapidly,causing a series of problems such as the sharp decrease of cultivated land,traffic congestion and environmental pollution,which has brought tremendous pressure on cultivated land and ecological environment protection.More and more scholars begin to pay attention to how to balance the relationship between urban development needs and ecological environmental protection.In order to control and guide the orderly development of the city,the former Ministry of Construction promulgated the “Urban Planning Compilation Method”in 2006,which explicitly requires that the urban master planning and the central urban planning should study the spatial growth boundary of the central urban area,determine the scale of construction land and delimit the scope of land use.As an effective means of urban space growth management,urban growth boundary can help alleviate the contradiction between urban development and protection and promote the sustainable urban development.This paper takes Xixian New Area of Shaanxi Province as the research object,starting with the theory of urban expansion and urban growth boundary,based on the interpretation data of remote sensing image in 2010,2015 and 2017 and socio-economic data,analyses the change characteristics of construction land in Xixian New Area,and uses quadrant orientation analysis method to analyze the evolution of urban built-up area from the aspects of expansion quantity and expansion form.On this basis,the MCE-CA model and GIS spatial analysis technology are used to evaluate the ecological sensitivity of Xixian New Area and simulate the spatial pattern of land use change,and finally define the urban growth boundary.The main conclusions are as follows:(1)At present,the efficiency of land use in Xixian New Area is low,the layout of urban land and rural residential land is scattered,and the contradiction between urban expansion and ecological environment protection is intensified,which requires timely management and control.(2)From 2010 to 2017,construction land in Xixian New Area keeps increasing,and cultivated land is the main source of construction land increment.The built-up areas of five new towns in Xixian New Area have great differences in expansionquantity and expansion form,which need to be analyzed separately.(3)In this paper,by selecting the ecological sensitivity evaluation factor and using the analytic hierarchy process to calculate the weight,the ecological sensitivity evaluation is carried out,and the rigid growth boundary of Xixian New Area is demarcated on the basis of the sensitivity classification.Then,the MCE-CA model is used to simulate the land use change in 2030,clarify the direction of urban expansion,and delimit the elastic growth boundary.(4)Implementing effective utilization of natural resources,rational arrangement of construction plans,and tapping the potential of space development can optimize the urban spatial pattern and better guide urban expansion.The land inside and outside the urban growth boundary should be implemented classified governance measures including demolition and preservation and promotion.Meanwhile,relevant legal system,management system,connection of relevant planning and improvement of public participation should be improved to ensure the implementation of urban growth boundary.
