At present, industrial symbiosis theory are valued worldwide, and research of the theory also set off a boom between domestic and foreign scholars. Most regions and enterprises will be focused on waste recycling and production and household waste disposal. With the increasing cost of waste and garbage disposal, industrial symbiosis patterns are formed spontaneously in many overseas park, such as Quinidine regions in Austrialia, Kalundborg park. Since then, the pattern of Kalundborg as a standard and mock objects began to develop rapidly. The industrial symbiosis becomes a new means to deal with waste, through cooperation between enterprises, achieving waste recycling in order to improve the efficiency of resource and promote green economic development worldwide. Many companies and governments establish industrial symbiosis chain to develop circular economy, and industrial ecological park as the carrier, most of them extend the industrial chain to achieve integrated development. Study on industrial symbiosis chain plays an important role in the development of recycling economy, so study the development of recycling economy industrial symbiosis model have a great significance.On the basis of domestic and foreign industrial symbiosis research, based on circular economy theory and industrial symbiosis theory, focusing on the construction of industrial park and status analysis of the symbiotic pattern of coal industry, iron and steel, cement and equipment manufacturing and other leading industry. Firstly, the construction of industrial parks as the focus of Handan City, Handan City in six parks as an example to analyze and summarize these problems in the construction of the park. Secondly, based on research on the industrial park,the paper teke industry chain as the research object, respectively chain structure and characteristics of leading industry chain are analyzed. The results showed that: 1) coal chemical industry chain structure oriented in parallel, as a whole, industry chain vertical development, low lateral coupling, symbiotic behavior between industries with epiphytic behavior-based; 2) steel industry chain is short, Items matching high, intra-industry cooperation occurred within the enterprise; 3) when the cement industry chain a more primary processing model, industrial cooperation capacity is relatively low.Based on the above conclusions, this paper presents steps of Handan City industrial symbiosis model optimization, principles, methods and approaches, and at last, from three main bodies of government, business parks and proposed safeguards to protect Handan symbiotic mode of operation.
