Analysis Of The Multiple Planning Integration Village Domain Planning System At Wulin Mountain Area

As the most essential origin and indemnification of the urban development,rural area is always the basis of urbanization and modernization.It plays an important role in the sustainable development of the psyche and the substance in human society.Since China put the reform and opening policy into practice at 1978,the urbanization speeded up while the rural area evolved slowly,which caused a series of issues,such as the more obvious urban-rural dual structure,the backward development of the rural primary industry,the slow increasing of the economic income of the peasants and the damaged production and living environment.To solve them,China began to reform with the core of rural area in many aspects like the construction of small towns and the new rural area.Due to 2015,the five basic development points,innovation,coordination,environmental-protection,opening and sharing,raised by the fifth plenary session of the 18 th Communist Party of China Central Committee,showed the determination to build a moderately prosperous society.As the key problem of this purpose,reforming of the rural planning system is imminent.Whether it is the construction of the beautiful countryside or the experimental places of the multiple planning system,the innovation of the planning system stands in the breach.The thesis introduces the development history of Chinese rural planning and construction,analyzes the current plans of the rural area and also concludes its targets,connotations,theories,requirements and the practice experiences combining the lessons and rules of international rural planning and construction.Considering the rural area at Wulin mountain region as the study object,the thesis also summarizes the connotations,compiling procedures and guarantee measures of the multiple planning integration village domain planning system at Wulin mountain area and makes several suggestions of this system,according to the officially budgeted posts procedures of the multiple planning integration village domain planning at Shangyang District,Xianglong Mountain and Wu Village.To solve the rural planning problems at Wulin mountain district,the author explicates the situation of the current multiple planning integration of village domain planning in China,uses several methods including the system analysis method,the case study method,the comparative analysis method and the cases analysis method toanalyze the difficulties in the practical planning construction at Shangyang District,Xianglong Mountain and Wu Village and finds the resolutions during the officially budgeted posts procedures.The thesis provides the referential experience to the development of Chinese rural regions in order to broaden the views of Chinese rural planning.
