Study On Village Land Use Planning From The Perspective Of Multi-regulatory Integration

As a huge agricultural country,agriculture,rural areas and farmers are always the important problem in Chinese economic development and the quality of the nation.Not only related to social stability and the country's prosperity and strength,but also an important part of the process of building a moderately well-off society in an all-round way.To build a well-off society in an all-round way,the most difficult and burdensome task is in the countryside.Only by stimulating the rural economic development,building a good home for peasants,and allowing peasants to lead a happy and prosperity life,can we ensure that all people share the fruits of development with Chinese characteristics,also can we continue to expand domestic demand and promote the sustained,rapid,coordinated and healthy development of the national economy.However,in rural areas,there are existing problems such as slower development economies,lacking of industrial vigor,unreasonable land use layout,and conflicting plans.Therefore,the study of village land use planning has the great significance to the land use structure optimize and the village area layout,hold the red line of the cultivated land,control the scale of construction land and the improvement of human environment and ecological environment.This article mainly carried out the following research:(1)Through the analysis of relevant studies on village land use planning at home and abroad,the current research progress and deficiencies are summarized.On this basis,an important theoretical basis for planning formulation is proposed and the characteristics and compilation method of village land use planning are analyzed.(2)Through the research and analysis of various existing village-related plans,Finding the main contradictions and the causing of the incompatible of various related plans,and on this basis,put forward the paths for the realization of village land use plans.(3)Through preliminary survey to the investigation area and make land use benefit analysis,land resource carrying capacity analysis,get a thorough understanding of the production,living,and ecological environment of the research area 's,probe into the obstacles to the development of the village,and determining the village's future development direction and planning priorities.(4)According to the characteristics of the village and the current situation of the resources,reasonably determined the village's development goals,demarcated the three living spaces,and land use space planning should be conducted to form an open,agglomeration,and integral regional spatial structure.(5)Formulated specialized planning to areas such as agricultural land,residential land,and tourism land in the study area,provide future guidance for the development direction and protection of the village.After studying the above content,the following conclusions are drawn:(1)The main characteristics of the village land use planning include: being guided by multiple objectives;planned objects with small scale and distinctive features;insufficient basic data;high comprehensiveness while matching multiple plans;and strong implementation and in-depth land plots.The main methods include: comprehensive surveys to combing the characteristics of the village area,adapt to local conditions and giving full play to their characteristics;strength villagers' participation and guaranteeing the implementation of the plan;carry out multi-regulation integration based on township planning;protect traditional features and inherit village culture.(2)To realize the integration of multiple regulations in village planning: unify basic data survey methods and establish data sharing platforms,clarify planning objectives,optimize organizational structure,establish multi-sectoral joint teams,establish and improve space legal systems,and strengthen local supervision and people Supervision.(3)At present,the land use problems that restrict the development of the research area mainly include: low per capita cultivated land and underdeveloped agriculture;lack of long-term planning for residential land use and scattered across the village with per capita land area exceeding the standard;lack of unified planning for tourism land use;tourism land has unreasonable internal structure and layout Incomplete infrastructure and serious water pollution.(4)Based on the basic research of land use in the study area,combined with the study of its own resources and development aspirations,Find the overall goal of the development of the Imperial City and the surrounding four villages is vigorously develop high-efficiency clean energy and tourism industry.The core of future development is the industrial transformation and upgrading and rural tourism.(5)Through the division of three-person space and spatial planning of land use,a spatial development pattern with clear boundaries and accurate functions has been formed;special plans have been made for central villages,agricultural land,industrial and mining land,tourism land,transportation land,and ecological land.Effectively protected the orderly development of the spatial layout of the village and ensured the efficient and reasonable use of the land.
