| It is in a great change in the world since hundred years ago.The global governance system is undergoing profound changes.The economic structure,system and periodicity issues of our country are intertwined,and the development environment is intricate and complex.It is urgent for Hebei Province to speed up the transformation of new and old kinetic energy,promoting high-quality development at the same time.Innovation is the first driving force for high-quality development and will win the future.We must put the development base point on innovation,focusing on innovation driven.At present,a new round of scientific and technological revolution and industrial reform are in the ascendant in the world.Beijing-Tianjin-Hebei coordinated development is promoted in depth,xiong'an new area is constructed on a large scale,the Winter Olympics effecting continues to show,and the free trade zone is approved.Major historical opportunities are accelerating into a strong potential for Hebei Province development.Facing the future,we should comprehensively strengthen the construction of innovative Hebei and cultivate economic development.However,Hebei Province has extensive production mode,unbalanced resource allocation,imperfect market mechanism,unreasonable industrial structure,and lagged coordinated development of Beijing-Tianjin-Hebei.These factors have seriously restricted the innovation driven development process.Therefore,how to promote the technological innovation progress of Hebei Province,improving the conversion rate of scientific and technological achievements,promoting the economic and social development with innovation,and achieving complementary and common development with Beijing and Tianjin have important research value.Based on the comprehensive evaluation index system of innovation driven development,this paper studied the current situation of innovation driven development in Hebei Province and other 20 provincial administrative regions.First of all,the dynamic and static comprehensive analysis of 21 regions is carried out by using the method of topsis grey correlation degree.The results show that Beijing has always been the leader in from 2008 to 2018,Tianjin belongs to the middle level,while Hebei ranked the bottom,with slight progressed in recent years.Secondly,in view of innovation driven development environment,innovation driven development subject,innovation driven development achievements and innovation driven development,it is found that Hebei Province is in a backward position,among which the environment of innovation driven development is progressed the fastest and the efficiency of innovation driven development is the worst,which needs to be improved.Thirdly,based on the model of system coordinated development degree,the paper analyzed the coordinated development degree of innovation driven in Beijing,Tianjin,and Hebei region,and concluded that these three regions are in a medium imbalance state,with low development level and overall coordination.Finally,with the help of the two-way fixed effect panel model,it was concluded that financial support,infrastructure construction and market-oriented development can significantly improve the innovation driven development capacity of Hebei Province.Based on the above empirical analysis,combined with the current economic development characteristics and regional advantages of Hebei,with the goal of promoting significant progress in its innovation-driven development capabilities,it is proposed to optimize the business environment and innovation atmosphere,accelerate human capital accumulation,cultivate more innovation subjects,promote Industry-UniversityResearch cooperation,broaden the scope of innovation intermediary business,promote the transformation of scientific and technological achievements,and leverage Beijing and Tianjin to realize innovation contributions. |
